The way we interpreted the requirements at NCC, which was based on a response letter from the Area OSHA Director, if a response was initiated from the immediate area personnel in the Lab, then the awareness level was sufficient. Any incident requiring external response from faculties engineering, Safety Department or Security Personnel required Technician Level training. We thought this was a prudent practice and reasonable.
