At the very minimum, your staff will require the "awareness" to respond to a spill by alerting others and cordoning off the area. If the staff will respond to a spill and that response requires Level C PPE, they will require "technician" level training. The only caveat that I would add is that if your lab has "exotic" chemicals or significant quantities of pyrophoric or extremely reactive chemicals, then additional training AND drills would be prudent.
