Ive had to ship liquid samples for research and have shipped them ground. Please reference below:

personnel who is shipping liquid chemicals via ground or rail transport, which fall under the "packing group II" classification for limited quantities according to 49 CFR 173.4 regulations. If the chemical is not considered "packing group II", additional requirements will need to be followed.

I'm wondering if anyone can give me some guidance on shipping samples that haven=E2=80™t been characterized. I have a researcher who is looking to ship four samples that he synthesized in the lab. They are similar in structure to ethyl diazoacetate (which is a 4.1). I've been looking through the guidelines, but I haven't been able to find anything definitive (though I'm not sure if I'm looking in the correct place). Any help will be greatly appreciated!
