For one thing, you may be required to write an SDS to include with the shipment. See this OSHA letter of interpretation:

Subject: [DCHAS-L] shipment of uncharacterized samples
Good afternoon!
I'm wondering if anyone can give me some guidance on shipping samples that haven=E2=80™t been characterized. I have a researcher who is looking to ship four samples that he synthesized in the lab. They are similar in structure to ethyl diazoacetate (which is a 4.1). I've been looking through the guidelines, but I haven't been able to find anything definitive (though I'm not sure if I'm looking in the correct place). Any help will be greatly appreciated!
