NEWPORT, Delaware (WPVI) -- After an early morning crash brought north and southbound traffic to a standstill and then caused delays for much of the afternoon, traffic is finally moving again in Delaware.

On Tuesday morning, just after 5:30 am, a tractor-trailer traveling northbound just south of Route 141 in Newport, Delaware was hit by a pick-up truck carrying a trailer full of hazardous materials.

The pick-up truck, a 2017 GMC Sierra with a trailer attached, had 1,500 pounds of organic peroxide. The contents spilled onto the highway.

A witness tells Action News that the driver suffered two broken legs.

Throughout the day, traffic was a mess around the area with many drivers simply stuck in place. "It increased my travel time by probably 100% at least," said Matt Mackeprang of West Chester. "If it normally takes me 20 minutes to get from point A to point B I'm looking at two hours."

DelDOT diverted traffic and the Delaware Department of Natural Resources and Environmental Control (DNREC) focused on the clean-up. Ultimately, DNREC opted late Tuesday afternoon to burn the organic peroxide off the roadway. DNREC issued a shelter-in-place order for the half-mile radius around the spill while the burn continued for about 45 minutes.

Pune: A day after 17 workers, most of them women, were killed in a fire at a chemical plant in Pune district, an inquiry committee said on Tuesday that a large stock of sanitisers stored with inflammable materials may have aggravated the fire.
The police, meanwhile, have registered a case of culpable homicide against one of the owners of the firm, alleging "gross negligence", and arrested him late at night.

A case was registered against Nikunj Shah, one of the owners of SVS Aqua Technologies, under relevant section of the Indian Penal Code for "culpable homicide not amounting to murder", said Abhinav Deshmukh, Superintendent of Police (SP), Pune rural. Shah was questioned and later put under arrest.

The case was registered following an inquiry report submitted by a committee headed by Sub-divisional Magistrate (SDM) Sandesh Shirke, the SP said.

The preliminary probe showed that the company had not followed fire safety norms and building permission rules, he said.

There were no emergency exit doors and open spaces (where people can take refuge in case of fire), Mr Deshmukh alleged.

According to some of the workers, the doors of the section where the fire started got locked, and the local people had to use JCB machines to break down the walls to rescue those inside.

The Pune Police on Tuesday arrested the SVS Aqua Technologies owner Nikunj Shah in connection with a fire that broke out yesterday in which 18 people including 15 women died. Police have arrested an offence of culpable homicide against Shah who owns SVS Aqua Technologies which manufactures chlorine dioxide among other chemicals and is located in the Pirangut MIDC area of Mulshi tehsil on the outskirts of Pune city.

Pune Superintendent of Police Abhinav Deshmukh told Free Press Journal, ‰??‰?? The company owner Nikuj Shah has been arrested under the charges of culpable homicide. All 18 bodies have been kept in the mortuary of Pune‰??s Sassoon Hospital. It is difficult to identify them as they had charred to death in a major fire that broke on Monday. It has been decided to conduct DNA tests which will take at least four days and thereafter bodies will be handed over to the relatives.‰??‰??

According to the police, the names of 17 of the 18, who died yesterday, are known though the name of one is still missing.

Our laboratory has recently reported the highly efficient and chemoselective ipso nitration of aryl boronic acids using fuming nitric acid as the nitrating agent. Herein, we disclose and discuss the hazards associated with this reaction and the safety considerations that must be accounted for when increasing the scale of this process. Reaction Calorimetry was used to accurately determine reaction progress and revealed that careful, substrate-dependent selection of an appropriate reaction and reagent concentration and accurate titration of HNO3 are required to allow for safe and scalable use of this nitration process.

NON-ACID, ALCOHOL-BASED ELECTROPOLISHING ENABLES HIGH-QUALITY ELECTRON BACKSCATTER DIFFRACTION CHARACTERIZATION OF TITANIUM AND ITS ALLOYS: APPLICATION TO PURE TI AND TI-6AL-4V

This paper conceives an electropolishing sample preparation procedure aimed at characterization of titanium (Ti) and its alloys using electron backscatter diffraction (EBSD). Specifically, it is shown that a single non-acid, ethanol-ethylene glycol-NaCl electrolyte solution can be used to electropolish Ti and its alloys for obtaining high-quality EBSD datasets. As a result, the use of hazardous acids common in standard Ti metallographic preparation procedures, such as hydrofluoric, perchloric, and sulfuric acid, can be circumvented. Moreover, electropolishing Ti with an ethanol-ethylene glycol-NaCl electrolyte is performed at room temperature with low voltage, as opposed to the low temperatures and/or high voltages used when electropolishing Ti in traditional solutions. The utility of the novel procedure is demonstrated on samples of pure ë±-Ti before and after plastic deformation and on samples of alloy Ti-6Al-4V created by additive manufacturing (AM) in stress-relived and !
heat-treated conditions. EBSD scans performed on undeformed pure ë±-Ti had high-quality diffraction patterns, which allowed for large areas to be scanned at fast speeds without sacrificing indexing accuracy. The electropolishing created excellent surfaces on the deformed pure ë±-Ti sample despite elevated lattice strains and numerous deformation twins in its microstructure. It also allowed for detailed EBSD mapping of fine sub-grain features in AM Ti-6Al-4V despite the alloying additions of aluminum and vanadium, the inhomogeneous AM microstructure, and the different processing conditions. It is anticipated that the major breakthrough achieved in this work will streamline and make safer future metallographic studies of Ti and its alloys.

A major incident of fire was averted at one of the laboratories on the CSIR ‰?? National Chemical Laboratory (NCL) campus on Monday as alert students reached the spot and managed to douse the fire within a few minutes. Personnel from Pune Fire Brigade later joined the fire fighting effort.
NCL officials said that prima facie, no major losses have been reported. The institute‰??s Safety Committee has initiated a probe into the matter and till Monday evening, were unable to establish the cause of the fire.
However, preliminary assessment found some partial damage to a concrete wall, a suction and a fume hood. But, the incident is being termed as a ‰??minor‰?? one as the laboratory is large and the fire was restricted to a small corner inside the lab.

Students working at this particular lab, located on the eastern side of the NCL‰??s main building, were away for lunch at the time of the incident.
‰??A minor fire broke out soon after 1.50 pm on Monday at one of the laboratories under the Organic Chemistry Division located in the main building. There was nobody inside the lab at the time of the incident, as students were away for lunch. Meanwhile, some alert students present outside the building noticed the fire and rushed to the lab. They made use of the available fire extinguishing equipment and managed to bring the fire under control within 10 minutes. As per protocol, the Fire Brigade was alerted immediately,‰?? an NCL official told The Indian Express on condition of anonymity.
