ASHRAE 110 gives you a methodology for testing fume hood face velocity. You could use the same basis for a snorkel but they usually are so small you can only test one point unless you shrink the grid size. The biggest issue I always had is that if they put the velocity probe =BD" into the duct they will get a much higher reading than =BD" past the duct. And while it is more accurate inside the effectiveness if really based on how far outside is the source. The ASHRAE handbook set also has some good information on design of these type systems but with (sadly) no real laboratory examples.
