Also referred to as ammonium triiodine.  Dark solid which is sensitive to shock.  As a "wet" paste is relatively stable.  Is the substance which as a paste is smeared into the key hole in dorm rooms and when the unsuspecting occupant returns and puts his/her key in the hole the substance ignites and is supposed to blow the key back out startling the individual.  Also smeared onto the wheels of a desk chair and when the chair is move the popping sound startles the individual.  There have been instances where the material does not ignite when the key is pushed into the hole and the individual peers into the hole while trying to insert the key and the material explodes shooting the key into the individual's face.

Sodium Bicarbonate,,of course in the right 1:1 or more concentrations,might chnge the pH enough to make a difference.
 
How do you get A Nitrogen atom or radical to react as a covalent bond to three Iodide radicals?  This one I'm not of a chemist to understand. .
 
If anyone was hurt or injured, I might be able to suggest ways to help.

Most probably Nitrogen tri-Iodide. Why would sodium bicarbonate neutralize it? I don't see the chemistry behind it.
