May 9-10 Public Meeting on Chemical Data Reporting Requirements for Inorganic Byproducts
EPA is holding a public meeting to clarify and discuss the process of negotiated rulemaking on changes to Chemical Data Reporting (CDR) requirements for inorganic byproducts. The meeting will be held on May 9, 2017, from 9 a.m. to 5 p.m. and on May 10, 2017, from 9 a.m. to 3:00 p.m. at Capital Hilton, General Session Room (South American AB), 1001 16th Street, NW, Washington, DC 20036.
As previously announced in the Federal Register, EPA is planning to establish a Negotiated Rulemaking Committee (Committee) under the Negotiated Rulemaking Act (NRA) and the Toxic Substances Control Act (TSCA), as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act (Lautenberg Act). The objective of the Committee is to negotiate a proposed rule that would limit CDR requirements, under subsection 8(a) of the TSCA, for manufacturers of any inorganic byproducts when such byproducts are subsequently recycled, reused, or reprocessed. EPA is holding this public meeting prior to the establishment of that Committee in order to exchange information and clarify a number of aspects of inorganic byproduct identification and reporting.
Parties interested in making an oral presentation at the meeting should submit requests by email to
ecdrweb**At_Symbol_Here**epa.gov no later than May 8, 2017 in order to be placed on the list of public speakers. While written comments can be submitted at any time during the negotiated rulemaking process, the Agency asks that written comments be emailed to
ecdrweb**At_Symbol_Here**epa.gov no later than May 8, 2017 so they can be fully reviewed prior to the meeting.
