By way of providing background info for everyone, NIOSH has published a series of excellent guidance publications on nanotechnology that can be found here:

NIOSH¡¯s Current Intelligence Bulletin 63: Occupational Exposure to Titanium Dioxide and the Current Intelligence Bulletin 65: Occupational Exposure to Carbon Nanotubes and Nanofibers explains their rationale for establishing an REL for nano TiO2 of 0.3 milligrams per cubic meter (mg/m3) and for CNT of 1.0 micrograms per cubic meter (¦̀g/m3). OSHA¡¯s webpage on nanotechnology provides a listing of current OSHA standards that may apply to nano in the workplace at: https://www.osha.gov/dsg/nanotechnology/nanotechnology.html and OSHA recommends the RELs for TiO2 and CNT defined in the NIOSH CIBs and provides guidance on safe handling in their Fact Sheet: Working Safely with Nanomaterials which can be found at: https://www.osha.gov/Publications/OSHA_FS-3634.pdf

There are also ASTM and ISO standards on the safe handling of certain nanomaterials

The recent Fiberdome Settlement Affirming the validity of a General Duty Clause citation for exposures below OSHA PEL raises the possibility of OSHA action against a firms using NM producer who aren¡¯t adhering to the RELs. This settlement is discusses by the American Society of Safety Engineers at http://www.asse.org/en/index.php/govt_affairs/fiberdome-settlement-affirms-landmark-general-duty-citation-for-exposures-below-osha-pel/
