Yes, all of our academic research and teaching labs have spill kits. These were made by members of the safety committee many years ago to reduce costs. As I recall, they contain kitty litter for absorption, along with charcoal for solvents, calcium carbonate for acids, and I think citric acid for bases.

Absolutely. We make them up in house from purchased components. That is an NC Department of Environment and Natural Resources (our EPA) regulation. I am at an academic institution.

I work at a public university. We have Spill Control cabinets in each lab. We do not have a graduate program in chemistry, but our majors do do research projects. The cabinets at minimum contain absorbents (sometimes loose; sometimes pads; often both), vinegar, baking soda, dilute bleach solution, and gloves. We also have first-aid kits in each lab. I can't imagine a rationale for not having both in every lab.

We don't supply them but we recommend they have them and most labs are pretty quick to agree once you point out the volume of flammable liquid they have in inventory. We also have a number of them located strategically in the lab hallways for those with less chemical volume. I work in a small academic non-undergraduate institution but we have over 100 active labs.
