FYI, they may not be using phosphorus often in weapons, but theatrical pyro, magic tricks, and special effects still use it.  I did a review of a book on medieval pyro and realized these effects were the same ones my father used when he was a magician in Vaudeville. And in the last few years, I've been retained as an expert in three cases where people blew off parts of their hands with a magic effect involving small amounts of red phosphorus and sodium chlorate--same effect. You can buy those chemicals in any large magic shop today or fireworks suppy catalog. Recently one of these had a special:  Buy $100 worth of stuff and get 10 free pounds of sodium chlorate.  Of course you have to drop by and pick the stuff up in your own car.........

Perhaps Homeland Security is looking in the wrong places for access to bomb making ingredients.

I work at the Pine Bluff Arsenal in Arkansas, and as far as I know, this is the only place that still makes/uses any kind of phosphorus for weapons (illum rounds, etc).

As I work with the Chemical Weapons destruction part of the Arsenal, not the production side of the house, I'm forwarding your email to the Industrial Hygienist on that side. She worked with us for many years before moving over there and I have hopes that she might be able to help a little bit.
