Yes it is.  And it is not working well because the fines are not big enough.  And you'd be surprised how much better it works when jail terms for the CEOs are included as they are in Canada.

How fast would we all drive if there were no police enforcement of the law?   It is just human nature.  The chemical industry, like you and I when driving car, tend to think that we can pull it off and no one will be hurt. Unfortunately for all of us, Murphy was an Optimist.
