Stefan,
At Stanford, fumehoods are considered part of the infrastructure of a lab facility and are tested and serviced by the Facilities HVAC shop as part of the facility ventilation system. EH&S periodically provides assurance review of the testing process performed by trained HVAC technicians. We find this approach most advantageous, as the technicians can, in most instances, move forward with making adjustments needed to any fume hoods not meeting test requirements, rather than just passing that information along to someone else for follow up.

Subject: [DCHAS-L] Fume Hood Maintenance &
Repair
To all who are in Academic Research-
In this tight economy, universities are finding ways to recoup expenses.
How many of you have a Facilities department that supports & services fume hoods as part of the general infrastructure of the laboratory? Meaning, they will service water supply, HVAC, sewer, electricity, etc. and consider fume hoods part of the ventilation system.
Or-
Do any of you have a system in place where Facilities charges individual departments for their Time & Materials, specifically for fume hoods?
