From the 2004 version of NFPA 45:

8.8.7 Measuring Device for Hood Airflow.

8.8.7.1   A measuring device for hood airflow shall be provided on each chemical fume hood.

8.8.7.2   The measuring device for hood airflow shall be a permanently installed device and shall provide constant indication to the hood user of adequate or inadequate hood airflow.

If your "jurisdiction have authority" gets extremely AR and they enforce NFPA as though it were law, you will find a requirement for monitoring laboratory chemical hoods in NFPA 45.  The edition at my desk is antiquated, 1991, but in Section 6-9.7 requires that new hoods and existing hoods which are modified to have airflow indication.  My newer editions are in my home office, but I would venture to say that newer editions are at least as restrictive as the 1991 edition in this area.

Could you site the requirement for fume hood monitors.  We are located in New York State (upstate) and are not aware of such a requirement.
