I am not sure whether the following would help or hinder, as there are a number of agencies that claim some sort of requirement for fume hood performance and testing.

The most commonly cited agencies include The American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE),  who developed a ANSI/ASHRAE Standard 110 Method of Testing Performance of Laboratory Fume Hoods. Another standard is NSI/AIHA Standard Z9.5 Laboratory Ventilation.

As mentioned in earlier comments, NFPA 45, 2004 has a regulation that states in part:

8.8.7 Measuring Device for Hood Airflow.

8.8.7.1 A measuring device for hood airflow shall be provided on each chemical fume hood.
8.8.7.2 The measuring device for hood airflow shall be a permanently installed device and shall provide constant indication to the hood user of adequate or inadequate hood airflow.

NFPA sells their codes and standards from their web site at http://www.nfpa.org

Could you site the requirement for fume hood monitors.  We are located in New York State (upstate) and are not aware of such a requirement.
