Have you thought about using a syphon or tubing pump?  It's what we use for
 transferring ClO2 from 5 gal jugs to 1L bottles

I'm looking for a way to transfer solvents (i.e. dichloromethane, hexane, e
tc.) from 19 L metals cans to smaller containers that minimizes spillage an
d fumes.  
I've had trouble with leakage from hand pumps in the past, but maybe certai
n brands are better than others?
