If one "neutralizes" formaldehyde with bleach and produces formic acid you still have a hazardous waste. Formic acid is corrosive and regulated by the EPA, DOT, OSHA, etc and must be handled as a hazardous material. Formic acid is corrosive and a skin sensitizer. Remember formic acid is the irritating component of ant bites and some people are extremely allergic to ant bites. It would be best not to attempt to "neutralize" - there could be more hazards.
