I thought that CHAS people would be interested in the two  
publications from the Labs-21 program referred to below. I'd be  
interested if anyone has practical experience with the claim in the  
second document that:
Retro-Commissioning ... reductions have exceeded 30 percent
of overall facility energy-use. ...Retro-Cx payback periods are  
usually less than three years
