If the skin is red it has been damaged by the contact with the acid or base. The intent of the use of water is to dilute and remove the offending agent to prevent further damage to the tissue. If the offending agent has been removed by use of water why treat further with bicarb?? Such action is just adding another agent to the already damaged tissue.
