They might, but the Professional Engineer who redesigns the ventilation system to accommodate the extra supply needed for the new hood has the legal responsibility for selecting the face velocity as part of the basis of their design. I have run in to situations where the PE disregards the manufacturer's recommendations for either code or best practice reasons.
