CONTRACTOR CHARGED AFTER DOZENS OF FISH KILLED IN WEST VANCOUVER

A Ministry of Transportation and Infrastructure contractor is now facing charges almost four years after a job-site chemical spill nearly wiped out the fish population of a West Vancouver creek.
On April 30, 2018 crews from Keller Foundations Inc. were working on a highway project near Horseshoe Bay when water from their cement operation discharged into Larson Creek, killing upwards of 80 cutthroat trout.
After an investigation by Environment and Climate Change Canada's enforcement branch, the Crown swore two federal Fisheries Act charges against Keller Foundations on Tuesday (April 5).
Documents filed in North Vancouver provincial court, where the case will be heard, show two counts of depositing a deleterious substance in water frequented by fish. One charge is for cement leachate. The other is for grout spoils.
West Vancouver Streamkeepers Society past president John Barker, who had been in touch with federal investigators almost every month since the incident, said he is pleased to see the process of accountability move forward.

The Ventura County District Attorney's Office has settled a lawsuit with the captain of a commercial squid fishing boat for illegal dumping of hazardous waste in the ocean outside of Ventura Harbor.
The DA's office says that on June 4th last year a State Fish and Wildlife warden saw the squid boat "Sea Venture" dump squid wastewater into the ocean.
Known as 'stick water' it is considered a toxic substance for sea life because of its high concentration of ammonia.
The Captain of the Sea Venture is 54-year-old Peter Joseph Ancich of Rancho Palos Verdes.
Under the settlement with the DA, Ancich will pay $6,172 to the Department of Fish and Wildlife, $2,500 in civil penalties to the DA's office, another $3,328 in investigate costs to the DA, $3,000 to buy and post signs warning fishermen it's illegal to dump squid wastewater and to equip Harbor Patrol boats with the equipment needed to properly store perishable liquid samples.

6 FIREFIGHTERS AMONG 9 INJURED IN DELHI FACTORY FIRE

Nine people, including six firemen, were injured after a LPG cylinder exploded during a firefighting operation in a Chemical and Electrical equipment manufacturing factory in the national capital on early Saturday.
A Fire department official told IANS that they received a call about a fire incident at 4.43 a.m. in a factory located at street no 4, Anand Parvat Industrial Area of Delhi after which as many as 10 fire tenders were immediately pressed into the service.
"As the firemen were dousing the flames, an LPG cylinder exploded resulting in injuries to six firemen and three civilians," the official said, adding the condition of the injured is now stable.
The official confirmed that there have been no casualties in the incident, however, there was certainly a massive loss of property. The cause of the fire is yet to be ascertained.

A fire at a house covered with a fumigation tent in Mission Viejo has been extinguished, authorities said Saturday.
The Orange County Fire Authority received a call at approximately 10 p.m. Friday regarding flames coming from a home in the 28000 block of Estima, said Capt. Sean Doran.
HazMat personnel were called to the scene due to the possible chemical exposure because of the fumigation tent.

LARGE FIRE AT SCRAP YARD NEAR MANATEE PORT BLAZES SATURDAY

Fifty firefighters and emergency personnel worked to extinguish a chemical fire at a recycling scrapyard in Palmetto on Saturday.
At 10 a.m at 13838 Harlee Road, crews from the North River Fire Department were called to extinguish a fire in a scrapyard north of Seaport Manatee. Once they got to the scene, the department realized it was a large fire and activated their mutual aid response plan, calling for additional help from other departments.
Manatee County, Sarasota County and Hillsborough County responded to the call and provided resources and crews.
Because of the large amount of smoke, Manatee County government issued a no-fly zone a half-mile around the fire and the seaport, said Manatee County Director of Public Safety Jacob Saur.
By 2 p.m., 25 percent of the fire was contained but had extended past the main area and spread to a train storage yard owned by CSX.
What's burning is a recycling pile with a mixture of metal, plastic and large vehicles, officials said. Crews used 2,000 gallons of foam and requested an additional foam semi-trailer from the city of Tampa.
'It's a massive pile of combustible materials buried,' said North River assistant Chief Joe Sicking.'The foam can seep in and get to the base of the fire and cool it down, helping us put that fire out.'
The fumes are hazardous and should be avoided.
No one was reported injured. The fire is expected to burn through Saturday evening

OVERTURNED TRUCK SPILLS FLAMMABLE PRINTER INK ONTO HARRISON AVE

DENT, Ohio ' Police have closed both the entrance and exit ramps to I-74 as well as a section of Harrison Avenue after a truck overturned and began spilling a flammable printer ink onto the roadway.
The incident that caused the truck to overturn was reported at 4:00 p.m. Friday.

There was one person injured in the single vehicle crash, but their condition has not been released.
The fire chief on scene stated that there is approximately 500 gallons of the flammable printer ink product on the roadway.
Harrison Ave. is closed between Sheed Road and Rybolt Road as hazmat firefighters begin to clean the spill.

EASTPOINTE, Mich. (FOX 2) - A crash involving multiple cars that left three injured and a HAZMAT cleanup at Eight Mile and Hayes at the Detroit/Eastpointe border Friday afternoon.
Three people are in critical condition, two in temporary serious condition, according to Detroit police at the scene.
A vehicle with three people inside ran a red light causing the crash, DPD said.
One of the vehicles involved is a Terminix truck, leading to the HAZMAT cleanup. An officer in charge at the scene says the powdery substance that came from the truck has been covered by the cleanup team.
No cause of the crash has been given yet.

CHATHAM ' State Hazardous Materials technicians were called to Chatham early Friday afternoon. A Cape Cod Express truck reportedly jack-knifed on Doane Road at Old Harbor Road (Route 28) causing a hole in the fuel tank spilling about 30 gallons of diesel fuel.

Firefighters were called to a smell of chemicals at a health club on Cabot Square in Canary Wharf.
A mix of chemicals had caused high levels of fumes and vapour in the building. One man and one woman were treated at the scene by London Ambulance Service crews.
Station Commander Dave Hill, who was at the scene, said: 'Crews carried out a sweep of the building and found elevated readings.
"Firefighters ventilated the building and monitored the levels of fumes until there were no elevated readings.
'Around 900 people were evacuated from the building and a 25m cordon was put in place as a precaution."
The Brigade was called at 0908 and the incident was over for firefighters by 1224. Two fire engines Millwall and Poplar fire stations and two fire rescue units from Bethnal Green and Euston fire stations were at the scene.

The Regina Fire and Protective Services hazmat team responded to a chemical fire northwest of Regina.
In a tweet, Regina Fire said it was on scene at a site just outside of Regina city limits around 2 p.m.
It said the south wind blowing down from the area does not pose a threat to residents.
'Please keep clear of the area for safety,' Regina Fire said.
The fire department said updates will be provided as they become available.

FOND DU LAC ' The city's hazardous materials crew worked for over five hours Thursday to stop a chemical leak at the Milk Specialties Global factory that forced the evacuation of the plant and the neighborhood.
Fond du Lac Fire/Rescue announced Thursday evening that they safely plugged the leak with no injuries.
The incident started at 11:38 a.m. when fire crews responded to a report of a gas plume emitting a cloud with a yellow hue into the air from the factory, located at 325 Tompkins St., according to Fond du Lac Fire/Rescue.
The building, filled with 90 to 100 employees, was evacuated.

A fire at an industrial unit storing chemicals and oil, that started on Thursday night in the Moshi area of Pimpri Chinchwad, is yet to be brought under control.
No casualties have been reported and the local police suspect that the facility was flouting several fire safety norms. Around 15 fire tenders, aided by multiple refilling tankers, were trying to control the blaze on Friday morning. The preliminary cause of the fire, which started at around 9 pm on Thursday, is still unclear.
The blaze, visible from a distance, led to accumulation of intense smoke in the area and caused panic among the residents.
Pimpri Chinchwad Fire Brigade chief, Kiran Gawade, said the facility in the Borhadewadi area of Moshi stored oil and chemicals in large plastic drums. 'The facility seemed to have been flouting many norms. It's a complicated operation because of the substances stored and the way they have been stored. No casualties have been reported though,' he added.

Using mercury as a propellant for manoeuvring satellites in Earth's orbit has been outlawed by a UN resolution before it ever made it into orbit. The ban follows interest in mercury-thruster technologies, which could have seen the toxic heavy element fall back to Earth from the upper atmosphere, posing significant environmental and health risks.
Ion drives that propel small satellites traditionally use xenon and krypton because they have suitably high atomic masses for ion propulsion systems. However, their scarcity means alternatives are needed if demand is to be met by the tens of thousands of mini-satellites that are expected to be launched in the next decade, and beyond, as companies such as SpaceX and Amazon populate low Earth orbit with satellite 'megaconstellations' for broadband communications.
Mercury's appeal is that it is cheap and it can be stored and ionised easily to achieve excellent thrust. Nasa had previously used mercury as an experimental propellant in the first ion thruster demonstration in space in 1964. However, by the 1970s Nasa and industry had largely rejected it as a propellent because of its toxicity. Mercury bioaccumulates in the food chain and as a neurotoxin it can cause vision loss, developmental disorders in children and cut IQ.
But in 2018, Kevin Bell at the Public Employees for Environmental Responsibility (Peer), a US environmental organisation, was contacted by a space industry whistleblower. The insider told Bell that California-based Apollo Fusion had developed a new mercury-based thruster and was beginning to promote it to satellite manufacturers.
'The whistleblower had contacted at least two other environmental organisations before us who had not responded or taken them seriously, as well as at least one state regulatory agency,' says Bell. 'I suppose they were just working their way through the environmental phone book and I happened to be the one that believed them.'
In his first ever case involving space law, Bell soon learned that regulations were lacking when it came to sending things into orbit on board satellites unless it involved weapons. Peer raised the issue with the US Federal Communications Commission (FCC), which has regulatory authority to approve or deny proposed communication satellite networks. 'But the FCC has continued to deny that there might be any environmental harm caused by approving networks of thousands of satellites.'
