I disagree with the article that states it is questionable whether a ER Plan
is required. I'm not sure what Fire regulations have been adopted for
Winston Salem but can state the following
The International Fire Code (IFC) which is the regulation adopted by most
jurisdictions edition 2018 states
5601.1.5 Ammonium nitrate. The storage and handling
of ammonium nitrate shall comply with the requirements
of NFPA 400 and Chapter 63.
I have been a committee member of NFPA 400 since 2002. Chapter 11 is
specific to Ammonium Nitrate. After the West Texas incident the Chemical
Safety Board requested that we update the requirements based on the lessons
learned from the incident. There were numerous presentations by the CSB and
other professional on the hazards associated with Ammonium Nitrate. We added
numerous additional requirements as a result. We also expanded the Annex
Section E Properties and Uses of Ammonium Nitrate to summarize fire fighting
procedures.
NFPA 400 applies to any facility handling or storing above 1,000 lbs and ER
planning is mandated in 11.2.17
Clearly this site had considerably more than this amount
