FIREFIGHTERS RESPOND TO HAZ-MAT SITUATION

OSCEOLA, Ark. (KAIT) - Firefighters and emergency crews from Osceola and Blytheville responded Thursday to a hazardous material leak along Highway 61, officials said.
According to Osceola Fire Department Capt. Ray Williams, authorities got a call around 11 a.m. about the leak on Highway 61 and County Road 732.
Williams said a tanker truck flipped over, causing hazardous materials to leak.
Blytheville firefighters also responded to the scene.
Williams also said firefighters sprayed foam onto the hazardous materials and that there is no immediate threat.
Region 8 News will have more details as they become available.

Motorists are being advised there‰??ll be a long wait to travel over T€?kaka Hill as a chemical spill is investigated.
A police spokesperson said reports were received at 3.15pm of chemicals spilled from a truck on State Highway 60, the hill which links T€?kaka to Motueka.
They said it appeared the spill covered both lanes. Waka Kotahi NZTA have advised the road is currently closed in both directions, with no detours in place.
Fenz southern communication shift supervisor Andrew Norris said caustic soda leaked from a truck carrying the load and an unknown amount covered the road for several hundred metres.
He said staff from Fonterra were on site dealing with the spill, as it was believed they had knowledge of the chemical.
A decontamination crew was almost at the site at 4.45pm, he said.

Five labourers were killed and 16 other workers injured, some of them critically, after a huge explosion followed by fire occurred in a chemical unit in Gujarat's Panchmahal district on Thursday, officials said.
The blast took place around 10 AM at the chemical manufacturing plant of Gujarat Fluorochemicals Limited (GFL), situated near Ranjitnagar village in Ghoghamba taluka, said Panchmahal district collector Sujal Mayatra.
Of the 16 workers injured in the mishap, 14 received minor injuries, while two suffered over 50 per cent burns, Mayatra said, adding that all of them were referred to different hospitals for treatment and they are out of danger.
"A huge explosion followed by fire occurred at the chemical manufacturing plant of GFL. We have recovered five dead bodies from the blast site during our search and rescue operation after the fire was doused. The Chief Minister's Office (CMO) also contacted us and gave necessary instructions," the collector added.

A plan by Boris Johnson‰??s government to change the regulation of chemicals after Brexit risks making the UK a ‰??dumping ground‰?? for harmful substances, experts and campaigners have warned.
Environmentalists responded with alarm to the government‰??s policy paper setting out how the UK‰??s new, post-Brexit chemical safety regime will diverge from the EU‰??s REACH system.
It showed that of ten potentially hazardous chemicals added to Brussels‰?? list of ‰??substances of very high concern‰?? this year, only four would be added to the UK‰??s list.
Zoe Avison, policy analyst at the Green Alliance campaign group, warned that the government‰??s proposals ‰??will almost certainly see hazardous substances falling through the cracks‰??.
On Thursday, the Green Alliance wrote to MPs on the Environment, Food and Rural Affairs Committee and the Environmental Audit Committee urging them to ‰??urgently investigate‰?? the government‰??s plan.

TEXAS OIL COMPANY CHARGED IN MASSIVE SPILL OFF SOUTHERN CALIFORNIA COAST

A Houston-based oil company and two subsidiaries have been charged over a massive oil spill off the coast of southern California in October that fouled waters and beaches and endangered wildlife.
Prosecutors say the spill was caused in part by failing to properly act when alarms repeatedly alerted workers to a pipeline rupture.
Amplify Energy and its companies that operate several oil rigs and a pipeline off Long Beach were charged by a federal grand jury with a single misdemeanor count of illegally discharging oil.
Investigators believe the pipeline was weakened when a cargo ship‰??s anchor snagged it in high winds in January, months before it ultimately ruptured on 1 October, spilling up to 25,000 gallons (94,600 liters) of crude oil in the ocean.

(Carpio, ND) -- On November 12, 2021, North Dakota Highway Patrol says a tractor trailer crashed and spilled nearly 3,000 gallons of hydrocarbon liquid in the town of Carpio. A resident of the town says cleanup began just this Monday.
The resident lives on the property where the hydrocarbon spill took place, and says her property is about 100 yards from the Delacs River in Carpio. She says the driver was traveling on a nearby highway, slid, and crashed in the resident's front yard. The driver sustained injuries and was taken to a Minot Hospital.
The resident says testing crews were drilling well bores in their front yard to test for soil and water contamination on Monday. The resident also stated that State Environmental Health and the Office of Emergency Services officials will be on the scene Friday to investigate the extent of the damage and further test the well bores.

In 2010, an explosion on an oil rig in the Gulf of Mexico resulted in 11 deaths and the largest oil spill in U.S. history.
Responders applied chemical dispersants to the surface oil slick‰??to break oil into smaller droplets. This can keep oil from reaching shoreline ecosystems, but may also increase toxic compound exposure for some sea life.
Responders also used dispersants at the wellhead, over 1,500 meters deep, without much information on the risks or effectiveness of doing so.
Subsurface dispersant use isn't well understood. We recommended that the Coast Guard and EPA find ways to improve understanding of using dispersants below the surface.

Six environmental organizations on Tuesday called on the Environmental Protection Agency (EPA) to take more aggressive action in response to reports that an agency office manipulated assessments of chemical safety.
The allegations, first reported in July by The Intercept, originated from four whistleblowers in the EPA‰??s Office of Pollution Prevention and Toxics (OPPT). The scientists alleged managers have rubber-stamped industry's submissions for new chemicals, called pre-manufacture notices (PMNs), despite internal warnings of high toxicity for many of the submissions.
Since then, the EPA has announced two internal advisory councils and new senior-level advisory position in the office, but the organizations warned this would not properly address the issue. Signers of the letter called on the EPA to take further actions, including public condemnation of the alleged conduct, allowing public airing of scientific disputes without reprisals and an end to the practice of exclusively sharing draft assessments with submitters.
‰??We urge that EPA staff be sent a clear message that the alleged actions will no longer be tolerated, that scientific misconduct in the PMN program will no longer be rewarded and that the overriding goal of PMN reviews will be public health and environmental protection, not rapid approval of new chemicals in order to placate industry submitters,‰?? they wrote.
Signers of the letter include the Environmental Defense Fund, the Center for Environmental Health and the Natural Resources Defense Council.

Biden administration releases plan for tackling lead pipes
The allegations date back to at least 2019, but disclosures relating to them are ongoing, according to Kyla Bennett, director of science policy at Public Employees for Environmental Responsibility, a whistleblower protection organization representing the scientists. ‰??We had hoped that under the Biden administration they would take this seriously and make some immediate changes,‰?? Bennett told The Hill.

ACID SPILL AT GUELPH CARGILL PLANT

GUELPH - Emergency crews responded to an acid spill at the Cargill Dunlop plant in Guelph on Tuesday morning.
A spokesperson for Cargill said there was a peracetic acid leak outside of the plant. She said the affected area was roped off immediately and there are no safety concerns outside of that area.
The plant shut down as soon as the spill occurred and emergency crews were called in, along with the Ministries of Labour and Environments.
Testing by the city and the Ministry of Environment found the spill didn't reach the river, the spokesperson said.
Three employees had to be treated at the site for eye irritation. One employee was taken to hospital "out of an abundance of caution" due to skin irritation.
Guelph police and fire both responded to the spill around 10 a.m. Tuesday. Police said they were mostly there to help with traffic control.
Cargill is now working to restart the plant.
Residents are asked to avoid the area, including trails at the former jail property, during the investigation.

TRAPPED WORKER RESCUED FROM CHEMICAL TANK IN SALT LAKE CITY

SALT LAKE CITY ‰?? An adult male was rescued from a chemical tank on Tuesday and then hospitalized in stable condition.
Salt Lake City Fire Captain Anthony Burton said they were called to a scene at 4285 West and 1385 South in the early afternoon.
Burton said that the worker was servicing a chemical tank and was following ‰??most of‰?? his company‰??s safety procedures, but ended up becoming trapped after losing consciousness.
Upon arrival, a HazMat team from Salt Lake City Fire checked the atmosphere in the tank. They were trying to determine the substance or substances that would have caused the worker to lose consciousness.
The chemical tank in question typically hauls methane, Burton told KSL. The tanks are purged with nitrogen.
But not knowing the substances can be a dangerous situation for the rescue workers, as well as for the victim, Burton said. The rescuer‰??s potential danger was increased by the confined space where the victim had been working.

LAKE BUENA VISTA, Fla. ‰??
A fire near Cinderella Castle sprouted from a tree around 6:45 p.m. Tuesday at Walt Disney World's Magic Kingdom, according to Reedy Creek fire officials.
Fire officials say the fire could have been caused by debris from the classic fireworks show set off at the castle.
The fire department said Cinderella Castle was evacuated, along with surrounding areas.
In a "very unusual occurrence," Walt Disney World staff escorted the first responder trucks down Main Street, said Reedy Creek Fire Association president Jon Shirey.
No one was hurt in the incident except for one person who accidentally inhaled the chemicals from a chemical fire extinguisher used by the fire department, Shirey said. That person was treated on the scene.
A representative from Walt Disney World described the fire as small. Firefighters quickly extinguished the flames, according to Disney.
