Patricia,
Each transformer will need a oil sample pulled for PCB analysis. The PCB levels will allow you to determine the proper classification for disposal.

Subject: [DCHAS-L] Transformer Disposal
Hello all,
I inherited a number of old transformers and related equipment (around 60 pieces) that I must now dispose of before they start leaking. Has anyone dealt with the disposal/decommissioning of transformers? They are not in their original locations. They are sitting in our boneyard at facilities.
