If they classify as diazo-acetic esters you maybe be able to classify under a class.   I've 
seen it done on SDS forms: halogenated aromatics for example.

They also have exceptions for small  mass or volume.  

It sounds like the compounds 
are intermediates. 
 If they are entirely novel chemistry, ( organometallic, high nitrogen  content or peroxides)  that could be an issue.  

You may want to call Sigma Aldrich custom synthesis Dept and get some advice on shipping

I'm wondering if anyone can give me some guidance on shipping samples that haven't been characterized. I have a researcher who is looking to ship four samples that he synthesized in the lab. They are similar in structure to ethyl diazoacetate (which is a 4.1). I=E2=80™ve been looking through the guidelines, but I haven't been able to find anything definitive (though I'm not sure if I'm looking in the correct place). Any help will be greatly appreciated!
