One approach to answering that question is to engage a third party consultant to do a regulatory audit review that also includes an EHS program assessment relative to best practices that are not regulatorily-driven. It is hard to be more specific than that because there are many functions related to EHS that are managed by other parts of an organization, so each EHS program will generate a different profile of responsibilities that it manages.
