All, the Center for Chemical Process Safety of AIChE developed a framework for the risk life cycle named Risk Based Process Safety (RBPS)  It is outlined on the aiche website here:

It is not a very user-friendly presentation, so I prepared a document that I give to my students in our chemical process safety course that is attached.  CCPS has since shuffled the labels of pillars and elements, but the concepts are the same.  Hope you find this helpful.  Best regards, ts

As Harry said, RAMP is guideline rather than a policy, but various CHAS members have been exploring using it as operational tool to discuss risks with a variety of stakeholders and it has proven to be helpful for that purpose. However, there is no detailed description of how to do this similar to the standards you cited.
