FRANKLIN COUNTY, Ohio (WCMH) ‰?? I-270 westbound in southwest Franklin County was closed for several hours due to a hazmat situation, Thursday.
The Franklin County Sheriff‰??s Office says says a driver reported a possible leak coming from his semi-truck on I-270WB near U.S. 62.
The roadway was closed for multiple hours but has since reopened.

Liverpool, NY (October 07, 2021) ‰?? An accident involving two tractor-trailers took place on the New York State Thruway on Tuesday, October 5th near Liverpool.
The accident occurred at about 10:50 p.m. in the eastbound lanes of Interstate 90 near mile marker 286.3.
According to Onondaga County 911 Center dispatches, a flammable liquid spilled from one of the trucks.
The drivers of both tractor-trailers were transported to area hospitals in unknown conditions.
Our thoughts are with all those who have been affected by this accident.

The government has set up a team to investigate the cause of the fire that gutted Kibagabaga Referral Hospital laboratory on Wednesday afternoon.
Preliminary reports suggest that the fire was caused by an electric circuit.
However, hospital officials said a joint team which is comprised of experts from Rwanda Investigation Bureau (RIB), Rwanda Energy Group (REG) and Rwanda Biomedical Centre (RBC) has been constituted to ascertain the real cause.
No deaths or injuries were reported in the fire, which broke out from a laboratory room.
‰??No one died or got injured,‰?? said the hospital‰??s Director-General, Ernest Munyemana, disclosing that investigations were launched on Wednesday.
However, management confirmed that some equipment including 23 desktops, 5 laptops, 12 printers, eight UPS and a router among other office tools were destroyed.

Outdoors, in the fire extinguisher training station, incoming graduate students hoisted red canisters of carbon dioxide to snuff out flames in a burn pan. Inside, in the pyrophoric reagents station, they witnessed a safe transfer of a highly flammable chemical from one flask to another via a Iuer-syringe and balloons. And at the gas cylinder station, they watched gas escape from a pressure vessel ‰?? a potential hazard for fires, explosions, poisoning, and cold or chemical burns.
Dangerous scenarios were staged across the six teaching labs and courtyard of the Sterling Chemistry Laboratory (SCL) on Aug. 30 for the 7th annual Safety Day, emphasizing an eye-opening reality: chemists must practice safety precautions vigilantly when conducting hazardous research.
‰??Safety Day is an annual event put on by the Yale Chemistry Joint Safety Team (JST) and Yale Environmental Health & Safety (EHS) to promote safety culture through resources, demos, and trainings,‰?? said Jessica Freeze. ‰??For the incoming graduate students, it is their first exposure to safety in the department and serves to set the standard they should expect throughout their time here.‰??

LOS ANGELES (CNS) - Authorities today were investigating whether butane canisters were being stored illegally in a three-story commercial building in downtown Los Angeles that was the site of a fire in June.
Firefighters were sent to 203 E. Third St. at 9:19 a.m. Wednesday to conduct a ‰??followup ... and located a potentially illegal storage cache of butane canisters, some of which appear(ed) to be off-gassing,'' Margaret Stewart of the Los Angeles Fire Department said in a statement.
A hazardous materials team was sent to investigate, Stewart said.
‰??LAFD HazMat squad investigated and the situation is deemed ‰??static' - - no immediate life or fire threat,'' Stewart said. ‰??The scene will be turned over to L.A. County Dept. of Public Health and the building owner for the proper removal of the canisters.''
On June 8 at about 2 a.m., a fire was reported in the building. Video showed flames coming out of one side of the structure, spreading across the street and igniting tents and debris at a homeless encampment, and what sounded like several small firecracker-like explosions involving what authorities said were ‰??pressurized gas cylinders.''

OIL SPILL REPORTED AT TEXAS CITY MARATHON GALVESTON BAY REFINERY

TEXAS CITY, Texas (KTRK) -- A crude oil leak at a Texas City refinery has forced the closure of at least one road in the area.
It happened at the Marathon Galveston Bay Refinery Wednesday morning.
The leak was isolated to the refinery complex and was blamed on the failure of a pump seal at the facility, according to Bruce Clawson, interim director of Homeland Security for Texas City. No injuries were reported.
Loop 197 from 4th Avenue South to FM 519 is closed to non-essential traffic due to the response to the spill.
The Marathon Galveston Bay Refinery has a refining capacity of 593,000 barrels of oil per day, according to company documents.
It wasn't clear how much oil had spilled Wednesday morning, but video from SkyEye showed a large amount of fluid spewing from a large tank at the site.

JUST HOW BIG WAS THE 2020 BEIRUT EXPLOSION?

On Aug. 4, 2020, one of the largest non-nuclear explosions in history pulverized a Beirut port and damaged more than half the city. The explosion resulted from the detonation of tons of ammonium nitrate, a combustible chemical compound commonly used in agriculture as a high-nitrate fertilizer, but which can also be used to manufacture explosives.
Since that time, the explosive yield estimates varied widely, and in some cases, were inconsistent with what would be expected based on the amount of ammonium nitrate stored at the Beirut harbor. In addition, the crater size, seismic magnitude and mushroom cloud height seemed to be inconsistent.
Lawrence Livermore National Laboratory (LLNL) physicist Peter Goldstein has studied how water saturation of the explosive, ground and possibly water and debris from the near-source environment can help reconcile differences in the yield estimates obtained using these different measurements. Official records indicate that roughly 2.7 kilotons of explosive material were stored at the Beirut harbor warehouse where the explosion occurred. The detonation of these materials resulted in a large crater and seismic measurements suggested it was possible that the yield was at least a few kilotons and possibly much greater. However, there were other estimates that suggested the yield was quite a bit smaller, possibly as little as half a kiloton.

CHEMICAL SAFETY BOARD HEAD QUIZZED BY SKEPTICAL US CONGRESS MEMBERS

Support mixed with criticism confronted the US Chemical Safety and Hazard Investigation Board (CSB) at an oversight hearing of the US House of Representatives Energy and Commerce Committee on Sept. 29. The House hearing came as three CSB nominees await a confirmation vote by the full Senate.
Opposite the committee members was the sole CSB member, chairperson Katherine Lemos. For more than a year, the CSB has operated with four members short of its full complement of five.
The current state of affairs is in large part a consequence of Donald J. Trump‰??s presidency. As CSB members‰?? terms expired, Trump appointed no new members except for Lemos, keeping the board barely alive. He also tried three times to defund CSB. He was rebuffed by Congress, though Congress, also bears a share of responsibility for the fact that the CSB‰??s budget hasn‰??t increased in years.
Judging from the 2 h hearing, the CSB still has congressional support, particularly from members whose districts hold industrial facilities. However, some members voiced doubt that, without an overhaul, the board could not carry out its mission. The CSB is tasked to investigate complex accidents involving chemicals, discover and report the cause, and recommend solutions for manufacturing operations and regulatory oversight.
