I have lived through this discussion in.a variety of cases. It‰??s important to get a clear sense of what the building is capable of doing in terms of controlling air quality in the spaces.
Many lab buildings are used for very different purposes than they were originally designed for. For this reason, the installed ventilation system may not be able to support the many heat sources are commonly used in science in 2021. For example, refrigerators and freezers can generate enough waste heat to overwhelm a ventilation system that is not designed to support this equipment.
For this reason, it is important to understand what the ventilation system can do before insisting that it achieve a specific temperature / humidity condition. I have spent a lot of time asking that a building do something that it was not built to do, which did not help resolve the issue...
