VICTORIA County- Victoria County confirms a hazardous material spill off Loop 463. About 15,000 gallons of red diesel from a frack tank entered the waterway into Dry Creek around the 2700 block of Old Goliad Road and Bob White Road. Reports indicate a frack tank spilled red diesel. People in the area are aware.
‰??Preliminary findings are there will be significant effects on wildlife and drinking water on both sides of Loop 463 in this area,‰?? said Victoria City/County Emergency Management Coordinator Rick McBrayer.
Victoria County Judge Ben Zeller said, ‰??Details are still being determined; however, it appears to be a significant environmental and public safety hazard. Local, state, and federal agencies are onside at this time.‰??

A goods train transporting petrol has burst into flames after colliding with a lorry at a level crossing in the US state of Texas, police say.
Footage of the incident in the city of Cameron, in Milam County, showed thick black smoke streaming across the sky.
Nearby homes had to be evacuated and at least one property was destroyed by fire, police said.
The vehicle's driver and the people on board the train escaped unharmed and no injuries have been reported.

HOUSTON ‰?? More than a year after the TPC explosions rocked Port Neches, the chemical company is moving forward with operations.
On Tuesday, the TPC Group announced the successful startup of the second phase of its terminal operations.
The company didn't mention rebuilding the manufacturing part of the plant that exploded.
Instead, it's focused on receiving and delivering butadiene to customers, and acting as a crude C-4 terminal.
The November 2019 explosion led to hundreds of lawsuits against the company.

Specialists from the Organisation for the Prohibition of Chemical Weapons (OPCW) Member States in Asia developed advanced chemical safety and security skills during a training course today. The online workshop was convened by the OPCW and Qatar‰??s National Committee for the Prohibition of Weapons (NCPW).
NCPW‰??s Acting Chairman, Lieutenant Colonel Staff Rashid Mohammed Al-Naimi, stressed in his opening statement: ‰??Aside from mitigating the risk of chemical accidents and the misuse of toxic chemicals, chemical safety and security is a significant contributor to economic and technological development, which the Chemical Weapons Convention promotes in Article XI. Chemical industry is an essential stakeholder in this endeavour.‰??
OPCW‰??s Head of the International Cooperation Branch, Mr Li Zhao, expressed: ‰??Since its inception in 2012, the Chemical Safety and Security Programme in Doha has evolved to become a leading international forum connecting top experts and promoting good practices.‰??
The workshop brought together chemical safety and security specialists from Asia, including representatives of chemical industry, industry associations, National Authorities, government departments, the defence sector, and academia. They learned how better chemical security management minimises the risk of misuse of highly toxic chemicals and reviewed the resources, tools and skills required to promote chemical security standards. The training also covered strategies to safeguard supply chains against both internal and external threats.

GRANDVIEW, MO ‰?? Two machine operators at a Grandview auto parts manufacturer who jointly operated a press tested positive for the coronavirus just two days apart, in late August 2020. The two workers typically labored for hours at a time less than two feet apart; neither wore a protective facial mask consistently. Ten days later, two more workers operating similar presses together tested positive. On Sept. 19, 2020, one of the press operators fell victim to the virus and died.
In an investigation that followed, the U.S. Department of Labor‰??s Occupational Safety and Health Administration cited Peterson Manufacturing ‰?? operating as Maxi-Seal Harness Systems Inc. ‰?? under OSHA‰??s general duty clause for failing to maintain safe working conditions. At least six employees of the Grandview plant have tested positive for the virus.
The company faces one serious and one other-than-serious violation, and proposed penalties totaling $15,604. As part of the investigation, OSHA‰??s Office of Occupational Medicine and Nursing determined, with a reasonable degree of medical certainty, the deceased employee contracted the virus while on the job.
‰??Maxi-Seal Harness Systems failed to fully implement and enforce the use of feasible controls for employees to prevent the spread of coronavirus,‰?? said OSHA Area Director Karena Lorek in Kansas City. ‰??We found that the company failed to implement use of face masks and social distancing properly throughout the workplace until after the death of an employee.‰??

A hazmat team responded to an ammonia leak in downtown Saskatoon on Monday morning.
The Saskatoon Fire Department said a fire engine, hazmat unit and the battalion chief responded to the leak in the 600 block of Spadina Crescent East after receiving a 911 call shortly before 9 a.m.
A Global News camera operator saw the crew working out of the Bessborough Hotel.
Firefighters found a small fridge in an unoccupied suite leaking ammonia, the fire department said in a news release. Hazmat technicians wrapped the fridge in plastic and removed it from the building, then turned it over to building management.

Mount Airy, Md (KM) There were no injuries from a truck accident and haz mat situation on Monday along northbound Route 27 under the Interstate 70 overpass.
The Mount Airy Volunteer Fire Company says units were dispatched just before 11:00 AM for a vehicle collision involving an overturned stake body truck carrying a mix of compressed gases, liquid nitrogen and dry ice. Arriving crews found gas cylinders strewn across Route 27, along with a leak from a liquid tank and dry ice scattered all over. At that time, Route 27 and I-70 was closed to traffic.
The Haz Mat teams from both Carroll and Frederick Counties were dispatched to the scene. After personnel were equipped and a recon was done, the teams determined that several gas cylinders and the liquid tank were compromised in various ways. The materials involved were Oxygen, Acetylene, Nitrogen, Liquid Nitrogen, and dry ice. The air was monitored to make sure there were no explosive mixtures and ignition devices were removed.

[Brief] One crew member is missing after an explosion and fire aboard a chemical tanker near the Dung Quat port in Vietnam. It marks the second major incident in recent months near the Dung Quat oil refinery.
A local official for the Quang Ngai Maritime Port said that 7,631 dwt Mekongtrans 01 had a problem after receiving 7,000 m3 DO oil at the export port at the Dung Quat oil refinery. The 13-year-old vessel had sailed for Can Tho when on the evening of February 19, the captain radioed to report an explosion and fire on board in the forward section of the vessel. Media reports are attributing it to an electrical shock.
Officials from the Quang Ngai Maritime Port informed cargo ships and fishing vessels operating in the vicinity to search for missing crew members. Also the Regional Maritime Search and Rescue Coordination Center and the local Coast Guard dispatched ships to the scene to provide assistance and search for the crew.

At least 20 workers were injured after a massive fire broke out following a loud blast in a chemical factory in Gujarat‰??s Bharuch district on Tuesday, police said.
The blaze erupted around 2 am in the United Phosphorous Limited‰??s unit, engaged in manufacturing chemicals used in medicines, in Jhagadia industrial area, police inspector PH Vasava said.
The blast was so powerful that it was heard by people a long distance away, the official said.
‰??At least 20 workers were injured. Eight of them are admitted to hospitals in Bharuch and Ankleshwar, while 12 others were discharged after initial treatment,‰?? he said.
Around 15 fire tenders were rushed to the spot and the blaze was brought under control by around 6.30 am, he said.
Rescuers had not been able to enter the unit due to excessive heat in the premises, but they were still trying to get in, the official said.

Exactly a month after five people died in a quarry blast near Shimoga, six people lost their lives in a quarry blast in Chikkaballapur district of Karnataka. The incident took place around midnight in Hirenagaveri near Chikkaballapur on Tuesday.
The blast occurred allegedly in an illegal quarry, against which the police had registered a FIR on February 7. While five people died on the spot, a sixth person died in the hospital where he was admitted for treatment.
The blast is said to have occurred due to gelatin sticks kept hidden from the police. The police raid on February 7 had found 14 gelatin gel tubes and 17 detonators at the location. Several spots in the region were seen used for quarrying illegally, as per the FIR which has named four people as accused, including the owners of the quarry Raghavendra Reddy and Nagaraju, both of whom are absconding.

The number of chemical accidents soared by more than 30 percent last year, a government agency said Monday, indicating possible loopholes in the management of hazardous materials amid the growing prevalence of non-face-to-face work environments caused by the coronavirus outbreaks.
According to the National Institute of Chemical Safety, affiliated with the Ministry of Environment, 75 chemical accidents were reported nationwide in 2020, marking a rise of 32 percent from 57 accidents in 2019.
The annual number of chemical accidents here peaked at 113 in 2015 before falling to 66 in 2018 and 57 in 2019 but rebounded last year.
By type, 38 of last year's accidents were caused by worker negligence, 22 cases by insufficient facility management and 15 cases by transport vehicle accidents, the institute noted.
The number of casualties nearly doubled from 32 in 2019 to 61 last year, the highest since 129 recorded in 2015, it added.
"It is believed that the number of chemical safety accidents and relevant casualties and damage have increased, as non-face-to-face work and monitoring of workplace safety increased due to COVID-19," an institute official said.

Chemists across the state of Texas are assessing damage to their experiments, laboratories, and equipment following last week‰??s winter storm. Unusually cold temperatures combined with power outages led many pipes in the region to freeze and then burst, causing water damage in several chemistry departments. Many schools also had to cancel classes last week because power outages made online instruction impossible.
Water from broken pipes flooded chemistry buildings at Texas A&M University, the University of Texas at Austin, the University of Texas at Dallas, and the University of Texas Southwestern Medical Center, according to chemists at those schools who spoke with C&EN. This list is not comprehensive and does not include universities in nearby states that were also struck by the storm. Researchers, who had been kept out of laboratories for safety reasons over the weekend, were assessing the extent of the damage from flooding on Monday.

MILLARD COUNTY, Utah (ABC4) ‰?? A Union Pacific train with 28 cars and some carrying flamable liquid derailed in Millard County Saturday afternoon.
According to a representative from Union Pacific, the incident happened around 4:30 p.m. at a part along state Route 257 near milepost 25.
Hazmat was called to the scene as several of the cars were carrying a flamable liquid but authorities those liquids were been safely removed.

HOLMEN, Wis. (WXOW) - Mercury found in a cabinet bought at a garage sale leads the Holmen Fire Department and the La Crosse Fire Department's Hazardous Materials Team to a residence Saturday afternoon.
Holmen Area Fire Chief Buck Manley said they were called to the home around 3:15 p.m. after the person found the mercury.
Holmen then called the La Crosse Fire Department who sent their team to the site to help secure the hazardous material. They were on the scene for approximately 90 minutes.
Chief Manley said the La Crosse County Emergency Management Department and Wisconsin DNR were also contacted about the incident.

BEIRUT ‰?? The Lebanese judge leading the investigation into the August explosion that tore through Beirut had set his sights on the caretaker prime minister and three former ministers, charging them with negligence for ignoring the highly combustible material stored for six years on the waterfront.
But when two of the former ministers filed a complaint, alleging Judge Fadi Sawan had demonstrated a lack of neutrality by charging prominent figures to appease the public, he was dropped last week from the case. The Lebanese court that dismissed Sawan further questioned whether he could be impartial because his own home ‰?? like those of hundreds of thousands of other Beirutis ‰?? had been damaged in the blast.
More than six months after the explosion, which killed more than 200 people, injured more than 7,500 others and devastated large portions of the capital, the official investigation is struggling to break through Lebanon‰??s culture of corruption and political influence to hold anyone of consequence accountable.
Sawan had already brought charges against 33 people, placing 25 of them in detention, but most were low-level customs, port and security officials.

Crews were then called out around 2 p.m. to a reported anhydrous ammonia leak at the ADM plant, Watson says.
At the scene, Decatur Fire mobilized their HAZMAT response teams and began coordinating with plant security, he says.
ADM had three response teams, Watson says, that went in and turned off the control valves in the plant. DFD crews remained on standby as decontamination and emergency medical teams.
The fire chief says no one was hurt by the gas leak. He adds ADM teams kept it under control to where it was just a ‰??small‰?? leak.
Watson adds responding to chemical leaks requires a lot of manpower from fire departments.

Chemical process safety must be an integral part of a chemical engineer‰??s training. This training could be achieved through a course on chemical process safety, but the undergraduate chemical engineering curriculum is often fully packed, with virtually no credit hours available for incorporating additional courses. Consequently, a very small percentage of graduating seniors may receive adequate training in process safety. In this paper, we describe the University of Michigan‰??s Safety Modules on the Process Safety Across the Chemical Engineering Curriculum website (http://umich.edu/~safeche/index.html">http://umich.edu/~safeche/index.html) which offer a unique and efficient way to impart a chemical process safety mindset into our students in every core course in the chemical engineering curriculum, thus graduating more prepared engineers who are equipped to prevent major industrial accidents.
