Since this is a cooler (somewhat of a confined space) and since propylene glycol can be readily cleaned by soapy waterÉ that's what I'd use.
Regarding the smell, I'm wondering if the smell has something to do with the preservation steps. The manufacturer's website suggests the specimens should be preserved in formaldehyde first, then stored in Carosafe.
Looks like Carosafe is primarily propylene glycol (other than water) from the SDS. Should be soluble in EtOH and acetone. EtOH won't destroy any plastic.

Thanks for these questions. The samples are in Carosafe style preservatives used to store animal specimens of various kinds. The tech has had some luck with standard household cleaners, but the odor in the cooler is significant and adding more VOCs to the mix is a bit of a concern. We aren't concerned about disinfecting the materials, as the preservatives fixed the samples.
