A rupture disc burst was recorded when conducting a calorimetric test by sensitive detection of exothermic reaction. The tested sample was a reaction mixture from a hydroamination process containing the solvent dimethyl sulfoxide (DMSO). Subsequent investigation indicated that the event was caused by the strong autocatalytic decomposition of DMSO. The hazardous decomposition of DMSO that could be initiated by an inadvertent contact with substances involved in the process was studied. Furthermore, risk evaluation on the process thermal runaway was carried out based on the cooling failure scenario. In this particular case, although Stoessel criticality class 2 was assigned, the boiling point of DMSO could not serve as the safety barrier. On the basis of the thermal safety evaluation, the hydroamination process was safely scaled up in the Novartis pilot plant and successfully launched in a commercial production unit. This investigation highlights that every scale-up process inv!
olving DMSO as a solvent should be carefully evaluated owing to the potential safety concern caused by its autocatalytic behavior.

US CHEMICAL MAKERS DON‰??T NEED BONDS TO COVER POLLUTION CLEANUP RISKS

The US chemical industry doesn‰??t need to provide extra financial assurance, such as through bonds guaranteeing payment, to show that it can cover potential pollution cleanup, the Environmental Protection Agency says.
‰??EPA has found that existing environmental regulations and modern industry practices are sufficient to mitigate any risks,‰?? agency administrator Andrew Wheeler says in a statement.
A rule the EPA unveiled Nov. 25 requires no additional financial assurances from the chemical manufacturing, petroleum and coal products manufacturing, and electric power generation sectors. The agency issued the rule under the federal Superfund law, which addresses liability and cleanup of land contaminated with hazardous waste and is officially called the Comprehensive Environmental Response, Compensation, and Liability Act.
In 2017, the agency finalized a similar rule for hard-rock mining, an activity that the environmental group Earthworks says is the nation‰??s largest source of hazardous pollutants. A federal appeals court upheld that rule in 2019, putting the Trump EPA on firm legal ground to expand this finding to other industries.
The American Chemistry Council, the main lobbying arm of the US chemical sector, backed the rule. Environmental groups opposed it, arguing that it creates a path for polluting industries to abandon contaminated sites and leave taxpayers with the cleanup bill.

Fifty-three people deemed responsible for a disastrous chemical plant explosion last year in China‰??s Jiangsu Province have been sentenced to prison.
Yancheng Intermediate People‰??s Court, whose jurisdiction covers the Jiangsu region, and seven local courts made the ruling Nov. 30. Seven companies involved in the explosion were fined. The crimes cited included illegally storing hazardous chemicals, issuing false environmental reports, and taking bribes.
The explosion occurred March 21, 2019, when nitrification waste that had been illegally stored by Tianjiayi Chemical spontaneously combusted, causing 78 deaths, 76 severe injuries, and 640 hospitalizations. The blast‰??s direct economic loss is estimated at $300 million, according to Xinhua News Agency.
Zhang Qinyue, former general manager of Tianjiayi, was sentenced to 20 years in prison. The former and current chairs of Nijiaxiang Group, Tianjiayi‰??s parent company, were sentenced to 12 and 13 years, respectively. The courts also sentenced 15 public servants, including the former head of the local bureau of emergency management, to 3‰??7.5 years for taking bribes from Tianjiayi and negligence of duty.

The U.S. Chemical Safety and Hazard Investigation Board (CSB) highlighted the positive actions of Airgas in a recent ‰??Safety Spotlight.‰??

The agency said Airgas, an Air Liquide Company, rapidly implemented a ‰??robust‰?? process safety management program in response to its recommendation following CSB‰??s investigation into an August 2016 fatal nitrous oxide explosion at the Airgas facility in Cantonment FL.

Following the incident, the company quickly began a comprehensive initiative to review the safety programs for its nitrous oxide production facilities, trucking fleet and cylinder-filling operations. The scope of this safety initiative includes 17 different areas for process safety. Some of the company‰??s most significant improvements include initiatives typically associated with the most effective safety management components, including the hierarchy of controls, improved audit practices and inherently safer design.

‰??Taking proactive, effective action, similar to what Airgas did following this incident, is the hallmark of driving chemical safety change,‰?? said Katherine Lemos, CSB chairman. ‰??I applaud the company for beginning implementation of these important process safety initiatives before the CSB completed its final report. This is especially noteworthy given that OSHA‰??s Process Safety Management standard does not apply to its facilities.‰??

A fire broke out on Wednesday afternoon at An Equinor-operated industrial complex in Norway that includes Europe's largest ethanol production facility.

The fire erupted at the Tjeldbergodden facility at 2.40pm local time time on Tuesday and, according to the state-controlled operator, was extinguished at 3:40pm.

According to the police department for the More and Romsdal district, there was much smoke associated with the fire.

An Equinor spokesman confirmed that there was a fire in a compressor station and the whole facility was closed down.

The company later said in a statement: "When the fire started, both the air separation plant and the methanol plant were shut down. Personnel at the factory were evacuated and all emergency response procedures were implemented.

(Reuters) - When explosions ripped through a Philadelphia oil refinery last year, the shock waves knocked Felicia Menna‰??s front door frame out of place. Then came the black smoke.

‰??My throat was closing shut,‰?? recalled Menna, who lives about a mile away. ‰??My nostrils felt like they were on fire.‰??

She went to an emergency room, where doctors put her on a vaporizer device to ease her breathing and treated her with intravenous Benadryl for allergic reactions, according to medical records she provided to Reuters. She was among several dozen people who sought treatment after the blast, according to a neighborhood group that tracked affected residents.

One of the explosions was so large that a National Weather Service satellite captured images of the fireball from space. Refinery owner Philadelphia Energy Solutions later told regulators that the blasts released nearly 700,000 pounds of hazardous chemicals, including butane, and about 3,200 pounds of hydrofluoric acid, which can cause fatal lung injury in high concentrations. The incident remains under investigation by the U.S. Chemical Safety Board.

Yet the federal air quality index (AQI) score for south Philadelphia showed that day as one of the year‰??s cleanest, according to data from the U.S. Environmental Protection Agency (EPA). The score was based on readings from part of the federal network of air quality monitoring devices, which are operated by the city of Philadelphia with oversight from state regulators and the EPA. None recorded any significant pollution.

‰??To say there was no impact to air quality was crazy,‰?? said Peter DeCarlo, an environmental engineering professor at Johns Hopkins University who lived in Philadelphia at the time and studied the city‰??s monitoring system.

US EPA RECOMMENDS TESTING WASTEWATER FOR PFAS
https://cen.acs.org/environment/persistent-pollutants/US-EPA-recommends-testing-wastewater/98/i47
Tags: public, discovery, environmental, water_treatment

Some facilities may have to test for the presence of per- and polyfluoroalkyl substances (PFAS) in their wastewater, under a new strategy from the US Environmental Protection Agency.
The effort could eventually help reduce the level of environmentally persistent and toxic PFAS in drinking water drawn downstream of such facilities as well as in fish and river sediment.
But environmental advocates say the guidance amounts to little for people who have drinking water contaminated with PFAS.
‰??The EPA should be issuing tough, mandatory standards to regulate PFAS discharges from thousands of industry facilities,‰?? Scott Faber, senior vice president for government affairs at the Environmental Working Group, says in a statement. Faber notes that PFAS are virtually ubiquitous in the blood of Americans. The EWG estimates that 2,500 US manufacturers likely discharge PFAS to rivers and lakes or to wastewater treatment plants, which aren‰??t designed to remove these chemicals.

PFAS FOUND IN MOSQUITO SPRAY USED IN US STATES
https://cen.acs.org/environment/persistent-pollutants/PFAS-found-mosquito-spray-used/98/i47

Communities across the US may be polluted with toxic and persistent per- and polyfluoroalkyl substances (PFAS) from pesticides sprayed to control mosquitoes, new data suggest.
Separate testing by the advocacy group Public Employees for Environmental Responsibility (PEER) and the Massachusetts Department of Environmental Protection found PFAS in Anvil 10+10, a synthetic pyrethroid insecticide. Mosquito control programs in a number of states, including Massachusetts, spray this product from trucks and planes, PEER says.
The two analyses, each of which could detect the same 36 PFAS, found that Anvil 10+10 contained perfluorooctanoic acid (PFOA); hexafluoropropylene oxide dimer acid, a product of hydrolysis of GenX, Chemours‰??s substitute for PFOA; perfluorobutanoic acid; and perfluorohexanoic acid, among others.

Perishable items, if left long enough, can evolve into a potential hazard. This can happen with lab and home chemicals just as it happens with food. Fortunately, the principles and practices for preventing this are essentially the same for all of them.

A worker was cleaning and prepping a laboratory that had not been used in the last five years. This
included cleaning the chemical fume hood floor. While wiping this area, the worker noticed reddish-brown material on the Kimwipe . There was a one-gallon metal container similar to a paint can with
rust and brownish residue on its bottom (like a coffee cup ring) in the same hood and adjacent to the area the worker just wiped. Labeling on the metal container was corroded, too.

Out of sight often becomes out of mind which, left long enough, can become a potential hazard.

The metal container was an outer container for a bottle of liquid bromine, a legacy item no one paid attention to until this day. Liquid bromine is a corrosive chemical that can affect eyes, skin, and mucous membranes. Its vapors may cause anything from irritation to permanent injury, including burn and tissue destruction. Over time, the unused material diffused out of its inner glass container and corroded the outer metal container.

An industrial gas supply firm and its chief executive officer failed to take necessary measures to ensure workplace safety, leading to a fatal blast that killed a chemist in 2015.

New mother Lim Siaw Chian, 30, was killed and at least seven others were injured after an explosion at Leeden National Oxygen's Specialty Gas Centre Quality Control Laboratory on Oct 12 that year.

Ms Lim had returned to work from maternity leave a week before the tragedy at the laboratory in Tanjong Kling Road near Pioneer Road.

The former Malaysian had received her Singapore citizenship just a month before she died. She left behind a daughter who was six months old at the time.

Leeden National Oxygen and its CEO Steven Tham Weng Cheong, now 69, each pleaded guilty yesterday to an offence under the Workplace Safety and Health Act.

Among other things, they had failed to take measures to ensure that unsafe modified regulatory valve assemblies were not used when testing combustible gases. They had also failed to ensure that there was a system in place for the accurate tracking of gas cylinders.
