Silver needs water to be effective, while copper does not to be effective bacteriacide.

Copper chloride common in fabric coatings as antibacterial, use levels likely 20-400 ppm could be applied to disposable masks and garments, or surfaces, but not as effective as pure copper or brass.

Both silver and silver ion disinfectants are on the N List, along with other disinfecting compounds like hydrogen peroxide.
