EPA Releases Resource Conservation and Recovery Act (RCRA) Public Participation Tools and Resources

The RCRA Public Participation Toolkit is an online resource guide that presents a broad range of activities that RCRA site teams, community involvement staff, permitting agencies, public interest groups, community leaders, and facility owners/operators can use to design and promote public participation. The toolkit was designed to help users identify opportunities and methods for engagement throughout the RCRA public participation process. The variety of activities in the toolkit should fit any situation: from the formal regulatory process that EPA follows, to community-based discussion of RCRA issues, to events held by the facility owner or operator.

Comment Periods Extended

Proposed Action: Financial Responsibility Requirements Under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Section 108(b) For Classes of Facilities in the Chemical Manufacturing Industry

EPA extended the comment period on the proposal to not impose financial responsibility requirements for facilities in the chemical manufacturing industry. The notice announcing this proposal was published on February 21, 2020, and the public comment period was scheduled to end on April 21, 2020. However, EPA received requests for additional time to develop and submit comments on the proposal. In response to the request for additional time, EPA is extending the comment period through May 6, 2020.

Proposed Rule: Federal Permit Program for the Disposal of Coal Combustion Residuals from Electric Utilities

EPA also extended the comment period on the proposal to establish a federal Coal Combustion Residuals (CCR) permit program. The notice announcing this proposal was published on February 20, 2020, and the public comment period was scheduled to end on April 20, 2020. However, a number of public interest groups have requested additional time to develop and submit comments on the proposal. In response to the request for additional time, EPA is extending the comment period through May 20, 2020.

Translations of the Small Business Guide

Managing Your Hazardous Waste: A Guide for Small Businessesprovides an overview of the federal hazardous waste regulations and helps small-business owners and operators understand how best to comply with federal hazardous waste management regulations. It was updated in October 2019 to incorporate new requirements from the 2016 Hazardous Waste Generator Improvements Rule, the 2018 e-Manifest Rule, the 2019 Hazardous Waste Pharmaceuticals Rule, and other recent rulemakings.

This Guide has been translated into several languages that are common in the United States and are available here.

The purpose of this listserv is to provide stakeholders with updates about the federal solid and hazardous waste programs. This listserv is used to send out announcements about rulemakings, upcoming webinars, guidance documents, open comment periods and other related communications.
