GRAND RAPIDS, MI -- Fire officials say there were no injuries and no threat to the public during a chemical incident Thursday morning near the loading dock area beneath Grand Rapids City Hall and the Kent County Administration Building.
The incident, reported around 10 a.m. Thursday, Jan. 23, happened after two ??incompatible chemicals?? involved in microfiche processing leaked and came into contact with each other, Grand Rapids Fire Lt. William Smith said.

The 405 Freeway has been fully reopened through Redondo Beach on Thursday afternoon after it was temporarily closed amid fears of a hazardous chemical leak, officials said.
The closure began shortly before noon over concerns that boxes that had fallen from a vehicle had possibly leaked the potentially deadly chemical compound hydrogen cyanide onto the 405, according to the Los Angeles County Fire Department.
All northbound lanes were closed at Hawthorne Boulevard while the southbound side was shut down at Rosecrans Avenue, Caltrans officials said. A hazardous materials team was called out to the scene
Aerial video from Sky5 showed a pickup truck carrying cardboard boxes, some of them toppled over, stopped on the freeway as firefighters responded.
County Supervisor Janice Hahn later said the department found that there was no leak and determined it was safe to reopen the freeway.
It was later determined the substance in the dropped packages was actually "Thioglycolid Acid," a statement from the California Highway Patrol said. Thioglycolic acid is used to make permanent wave solutions and depilatories, according to the National Institute of Health. It is corrosive to metal and and tissue, and has acute toxicity.

The U.S. EPA announced a settlement agreement with the Torrance Refining Company, which agreed to pay $125,000 in penalties for chemical safety and risk management violations.
The refinery has corrected the violations and will spend $219,000 on chemical safety features, reported NBC Los Angeles.
"It is critical for the refinery to maintain an up-to-date and accurate Risk Management Plan," said EPA Pacific Southwest Regional Administrator Mike Stoker. "These actions ensure that facilities handling dangerous materials are minimizing potential impacts to the environment and the surrounding community.
An inspection found that Torrance Refining violated the Clean Air Act's Chemical Accident Prevention Program, due to inaccuracies in its Risk Management Plan, including; failure to properly conduct a hazard assessment; failure to properly document repairs on equipment; and failure to follow emergency operating procedures.
Torrance Refinery agreed to install a new automated water system to mitigate potential releases at its largest modified hydrofluoric acid tank, reported NBC Los Angeles.

LAPTOP BATTERY BLAMED FOR ROCKFORD TOWNSHIP BUILDING FIRE

ROCKFORD ?? A faulty battery in a laptop computer was to blame for a raging fire that caused more than $2 million in damage last year when intense flames devoured the Rockford Township Highway Department building and destroyed about a dozen earth- and snow-moving vehicles parked inside and outside the structure.
Reading Wednesday from a prepared statement, Township Highway Commissioner Dan Conness said:
??The resulting heat ignited combustibles on the desk where the laptop was located and ultimately spread to the desk and other combustible material inside the structure.??
Conness said the fire spread to the ceiling and to the adjoining garage.

Teachers evacuated students from a Fullerton elementary school after spotting smoke in a lab that caught fire Wednesday, Jan. 22.
The fire broke out at Laguna Road Elementary School, 300 W. Laguna Rd., at about 3: 20 p.m., Fullerton/Brea Fire Department Division Chief Kathy Schaefer said. Faculty who saw smoke billowing inside an unoccupied science lab immediately notified authorities and escorted students away from the area.
??They shut the door to the lab and evacuated, which was excellent,?? Schaeffer said. ??That likely helped limit the spread of the fire.??
Classes were not in session at the time, but an after-school program was in progress at the time the fire was reported, Schaefer said. There were less than 30 students on campus and several faculty members, none of whom were injured.
Smoke was visible from the street when the first crews arrived to douse the burning structure, Schaefer said. About 40 firefighters from the Fullerton, Anaheim and Los Angeles County Fire Departments responded, and the fire was extinguished at about 3:52 p.m.
The fire scorched the 30-square-foot lab it originated in and part of an adjacent library, Schaefer said. However, it did not spread further, and most classes will proceed as scheduled on Thursday.
The cause of the blaze remained unclear Wednesday evening, Schaefer said. Investigators had just started to examine the damage at about 4 p.m.

A 52-year-old worker was killed, while four others were injured, in a blast, which led to a fire at a 25-year-old chemical factory ?? Kajay Remedies ?? in Maharashtra Industrial Development Corporation (MIDC) area, Badlapur, on Wednesday.
Yeshwant Nalawade, fire officer of Badlapur Municipal Council, said that prima facie, there was some leakage of aminophenol, an industrial chemical, in the processor of a rotary vacuum dryer unit in the factory, owned by Ghatkopar resident Ajay Sabu.
The police have not yet arrested anyone. Deputy commissioner of police, P Shevale, said, ??We have registered an accidental death report. We, along with the fire brigade officials, are investigating the reason for the blast.??

KERN COUNTY FIRE DEPARTMENT LIFTS EVACUATIONS FOR TAFT RESIDENTS FOLLOWING CHEMICAL SPILL

The Kern County Fire Department hazardous material teams are on the scene of a "possible chemical release" at Taft Manufacturing in the 1900 block of S. Lake Road in Taft.
According to KCFC Public Information Officer Andrew Freeborn a number of crews are on the scene investigating the incident. KCFD is working on evacuating a number of employees and working with the California Highway Patrol to close roadways.
KCFD are evacuating residents within six miles of the business. KCFD is also said that residents that "live or work beyond 6 and up to 9 miles of this location [should] shelter in place. Shelter in place means going inside, closing all doors and windows, shutting off your central air systems and closing your fireplace vents."
UPDATE: According to a Governor's Office of Emergency Services " Hazardous Materials Spill Report , " the chemical that was spilled at Taft Manufacturing was Acrolein. The chemical leaked from a "large container shipped from overseas." At least 30 people were evacuated from the plant and an evacuation radious of six miles was established.
Acrolein is produced industrially from propylene and mainly used as a biocide and a building block to other chemical compounds, such as the amino acid methionine. Acrolein is toxic and is a strong irritant for the skin, eyes, and nasal passages.
