Updated Guidance for PCB Approval Applicants
EPA published an update to the Guidance for Applicants Requesting to Treat/Dispose of PCBs Using Incineration or an Alternative Method. This guidance is to assist applicants, facility owners and operators applying to EPA for approval to dispose of polychlorinated biphenyls (PCBs) using incineration or alternative thermal and non-thermal methods. The update modernizes the format of the document and puts the relevant existing policies in one place.

EPA recently launched a new web page that brings together content, resources, and tools aimed at assisting permit writers and the regulated community with understanding the RCRA Organic Air Emission Standards: https://www.epa.gov/hwpermitting/rcra-organic-air-emission-standards-tsdfs-and-generators.
These tools were developed by an EPA-state workgroup to address one of the Fiscal Year 2018/2019 National RCRA Permitting Priorities to help clarify the relationship between the RCRA Air Emission Standards in title 40 of the Code of Federal Regulations Subparts AA, BB, and CC, and similar standards under the Clean Air Act (CAA). The cornerstone of this effort is a set of tools for permit writers to help understand and implement the existing RCRA/CAA compliance exemption/election provisions.
