Getting a little off-topic, it's worth noting that the CPSC was going to issue rules that would create enforceable standards for furniture tip-over, but, gee, what a surprise, their 2019 operating plan now says they will instead "continue to work with ASTM voluntary standards committees on the applicable tip-over-related standards and will collaborate with external partners to conduct research, data analysis, and technical work to evaluate the voluntary standard as well as inform rulemaking as appropriate."
