Texas private schools are under OSHA rules. State, county and municipal schools can (and some do) exempt themselves completely from occupational safety regulations.. While UT state schools have formally adopted the fed OSHA rules voluntarily, I have worked at a state school that has no hazcom or lab standard and doesn't intend to institute them.
One Texas theater was responsible for an accident that killed a friend of mine in a rigging accident. I was so upset that I supplied the Texas OSHA with evidence that the theater had not one word written on programs for fall protection, hazcom, PPE or any other program. They never even cited them. We had to sue to get something to help his family.
So I have done expert witness in a number of Texas lawsuits under their "tort reform" which has made it almost impossible for people to get any justice.
I bitch about every state and the feds as well, as you know, but this state is especially hazardous for workers. I wouldn't expect there ever to be more stringent requirements in Texas.
