I think that's more than a philosophical question.

"No data available" simply means that the product hasn't been tested IAW a recognized standard. The product's SDS does list (Section 11) several tests performed (LD50, Skin irritation, Respiratory sensitization) but nothing on carcinogenicity. Likewise, some data is available (Section 12) on ecotoxicity for daphnia and algae. I look at the Section 12 "no data available" as a typo that will be corrected on the next version. More properly it should be "incomplete data" or list the fish and other testing as "no data available." I recognize that testing is expensive, and manufacturers are not required to perform testing before they bring a product to market, much to Monona's dismay.

More troubling to me, however, is the paucity of section 9 data on physical and chemical properties. How difficult is it to have someone in the lab say, "smells like..." and put down something for "odor" (not odor threshold as that requires some actual research), or getting a quick evaporation rate done.

There has been an undercurrent of discontent in the safety community that the quality of SDSs from Sigma Aldrich has started drop since the merger with Millipore. I concur. I hope they can get their stuff back into one sock and stem the slipping quality of what one once something near the gold-standard of SDSs.

DMF and NMP are under increasing regulatory restrictions, with both being classified by the European Union's Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) as substances of very high concern. More recently, according to the European Union, the European Commission added NMP to the restricted substances list known as REACH Annex XVII - driving the demand for alternatives. Additionally, effective May 2020, consumer products containing more than 0.3 percent NMP will be prohibited in the European Union. Initial studies and testing have found Cyrene=E2=84=A2 solvent to be a more sustainable, safer option when compared with DMF and NMP.
