That is a reasonable approach - as long as you have established performance and use criteria for the specific snorkel. I like to have that written in a standard format, and also apply the process to all other ventilation devices, including fume hoods. As noted, that includes the user keeping it VERY close to the release point of the agent to be controlled.

As has been stated, there aren't specific test requirements for task exhaust (snorkels), but I would measure the face velocity when they are installed. I would then re-measure once or twice a year and compare to the initial face velocity as a means of tracking performance relative to the initial conditions. This will help alert you to maintenance/performance issues.
