Given your location, I would look to the University of California system for guidance on how they handle the issue. Debbie Decker (UC Davis), Russell Vernon (UC Riverside) and others on the list here will be your best resources!

I am in California and there seems to be some confusion in my organization regarding Safety Showers, Eye and Face washes in 8 CCR 5162 and the ANSI Z538.1 standard.  Specifically our regulations calls for the ANSI-1981 standard to be followed, but some in my organization insist that we should be following the latest standard, even though the regulations specifically state 1981.  This has some ramifications, specifically the 1981 standard calls for higher flow rates in safety showers and monthly testing whereas the newest standard calls for lower flow rates and weekly testing. 
 
I have tried several resources within my organization to obtain the actual current and 1981 ANSI standards text, but I am unable to do so.  Can anyone point me to a source for more information (separate to manufacturers summary sheets), or offer some light on this matter?
