WESTWOOD‰?? On Tuesday, September 11, the Los Angeles County District Attorney‰??s Office announced that criminal charges against UCLA professor Patrick Harran were dismissed in the death of a laboratory assistant during a fire. On December 29, 2008, a lab accident led to the death of 23-year-old Sheri Sangji, who died as a result of a plastic syringe breaking down in her hands while she was transferring t-butyl lithium. The syringe discharged a chemical compound that ignites when exposed to oxygen which caused her synthetic sweater to catch fire. Complications from the second and third degree burns led to her death two weeks later.
UCLA took responsibility for the state of the laboratory where the accident occurred, Harran, her chemistry professor, was charged along with the regents on three counts of willfully breaching occupational health and safety requirements. In 2014, in a statement to the court, Harran said that he was ‰??ultimately responsible for the safety of personnel in my laboratory.‰??
Signaling their support for Harran, UCLA stated that it was Sangji‰??s choice not to wear the lab coat that could have protected her from.
UCLA and Harran‰??s lawyer, Thomas O‰??Brien said, ‰??While we all wish this terrible tragedy had not occurred, there is simply no reasonable explanation for this criminal prosecution-and it‰??s been flawed from the start.‰?? His lawyers stated that he did not break any laws because it was UCLA that was Sangji‰??s employer, not Harran.
The felony charges were dropped in 2012 after University of California regents promised to increase safety training and create an environmental law scholarship in the victim‰??s name. A deferred-prosecution agreement was reached in 2014, requiring Harran to volunteer for 800 hours, pay $10,000 to the Grossman Burn Center, and develop and teach a course for organic chemistry to prepare high school students for organic chemistry at the collegiate level. He spoke with incoming students about the importance of laboratory safety.
The agreement was due to end next June, but Judge George Lomeli of the Los Angeles Supreme Court ruled on Thursday, September 13 that Harran fulfilled the terms and dismissed the case against him nine months earlier. While Sangji‰??s family disapproves of the early dismissal, Harran continues to teach at UCLA.

Fire continues to rage in Kolkata's Bagree Market even after 19 hours, 30 fire tenders engaged in battling the blaze
Kolkata, Sep 16 (IBNS): As many as 30 fire tenders and over 100 firemen are currently engaged in a firefighting operation in Kolkata's Bagree Market as a massive blaze continued to rage the commercial hub in central part of the city even after 19 hours.
An official of state fire and emergency services department said that third, fourth and fifth floors of the six-storey building are still on fire.
"We have heard sounds of explosions from these three floors which indicates that several gas cylinders were stored there and besides air conditioning machines, those gas or chemical containing cylinders are also going off due to extreme heat," the official told IBNS.
"We have brought a small hydraulic ladder and we are trying our best to use that at the congested area," he added.

ROYERSFORD CHEMICAL WAREHOUSE CATCHES FIRE SATURDAY NIGHT

ROYERSFORD, PA ‰?? A chemical warehouse in Royersford caught fire on Saturday night, bringing first responders from around the area together to battle the blaze.
The incident was first reported at around 7:40 p.m. at Hectrio Specialty Chemical System, located on the 400 block of First Avenue.
Crews forced entry to the rear of the building, and used hand lines to battle the blaze, which was contained to a small area in the manufacturing part of the building, according to officials. Firefighters were on the scene containing the smokey fire for close to two hours.
Royersford Fire Department said that the sprinkler systems were very effective in controlling the blaze until crews arrived. That, along with the swift response from first responders, helped quell the "potentially hazardous" blaze.
Despite the bad smell reported by neighbors, the chemicals posed no danger to the public, officials said.

Incident happened while the tank was being cleaned
A man, his son and a worker at a pickle factory died after they fell into a tank filled with preservatives at the unit in Ghaziabad‰??s Loni, the police said on Sunday.

The deceased have been identified as Luvkush (60), Praveen (35) and Ram Dubey (46). The police said that Luvkush was running the factory in Tronica City illegally. All of them were residents of Delhi. The incident happened when the tank was being cleaned.
A senior police officer said that the police reached the spot after they received an information on Sunday morning that several persons had died in a factory after they fell into a tank filled with preservative chemicals.
Teams of National Disaster Response Force and Uttar Pradesh Fire Department reached the spot.
There was a tank-like structure at the unit where they used to process vegetables and chemicals to make pickles, the police said. The unit was running in the basement of Luvkush‰??s house. He had created it to dilute pickles in it. There was chemical poured inside the tank.

A day after several students of a private school in Angamaly sustained injuries following a blast on the school premises, the police have registered a case and launched a probe into the incident.
As many as 60 persons, including 59 students of Holy Family High School in Angamaly, sustained injuries following the blast.
The blast occurred around 11 a.m. on Saturday when a section of the high school students, as part of a science exhibition at the school, attempted to recreate a volcano explosion.
A case has been registered for careless handling of hazardous materials while a decision regarding the persons to be arraigned as accused will be made later, said officials.
‰??Samples have been collected from the site and sent for a chemical analysis to establish the presence of explosive materials,‰?? said Muhammad Riyas, Circle Inspector of Police, Angamaly.
The statements of school authorities and teachers associated with the project will be recorded soon. Statements of students may also be collected.
Preliminary investigation by the police suggested the presence of powdered aluminium at the blast site. ‰??The students are believed to have used firecrackers to make an impact, leading to the explosion. A probe is on to trace the origin of the materials used in making the model,‰?? the official added.

There is the roof where 250-km/hour winds ripped off attachments for air conditioners and fume hoods, most of which are still not working even as a new academic year begins.

Other parts of campus show signs too. There is a solar water filter that can provide clean drinking water for faculty, students, or anyone else who might need it. A trailer holds washers and dryers for those whose homes were damaged or destroyed. A classroom of desks is set up under an overhang outside, which is more pleasant than inside without air-conditioning.

A pair of leaky chlorine containers were sealed and removed from a Fair Lawn water treatment plant Saturday after an employee discovered gas in the building, according to borough police.
Between 150 and 300 pounds of chlorine seeped out of the cylinders before the Fair Lawn Fire Department's hazardous materials team capped and removed them, said police Sgt. Brian Metzler. The leaks were reported at 11:35 a.m.
No gas escaped from the facility on Cadmus Place and a high school football game between Fair Lawn and Passaic across the street was allowed to continue, police said.
"They were able to cap both of the cylinders and ventilate the building until the air levels were acceptable," he said. "There was no danger to anybody in the surrounding area."
Two fire fighters were treated at the scene for gas inhalation, he said. The exact cause of the leak was not yet known late Saturday afternoon, but no foul play is suspected, he said.

KILLEEN, TX - People in several Killeen neighborhoods are glad to be in their homes Saturday evening after a mandatory evacuation.
Police say a Hazmat was called in to check on strong odor smelling like Acetone in the area of Connell Drive and Melissa Court, just yards away from Peebles Elementary School.
Homes in the area of W.S.Young were evacuated for about six hours and the streets were blocked off.
People were asked to go to the Gilmore Senior Center and then later to the Killeen Community Center.
Fox 44 spoke with several homeowners, who say they are shocked this was not a big drug bust after someone made a narcotics call.
Officers say that was not the case, but it was a truck that was the culprit.
Ofelia Miramontez, the spokesperson for the Killeen Police Department says, "The smell was emitting from a ruptured fuel tank from a vehicle containing old fuel."
Linda Ament, a resident says, "I smelled the smell like finger nail polish remover and it made me dizzy and sick and nauseated like I wanted to vomit."

Pune: A major fire gutted one of the three laboratories at a biotech company in Theur, about 28km from here, on Friday.
‰??It took over six hours to douse the blaze. About 40 firemen from the Pune fire brigade, seven fire tenders and water tankers were pressed into service for fire-fighting. No one sustained injuries in the fire,‰?? Prashant Ranpise, chief fire officer of the Pune fire brigade, told TOI.
Ranpise said prima facie, short-circuit could have led to the fire. ‰??We had deployed two fire tenders at the spot,‰?? he added.
Ganesh Pinguwale, sub-inspector of the Lonikand police, said the company, Rise n‰?? Shine Biotech Private Ltd, deals in biotechnology, floriculture and horticulture. ‰??The company has three laboratories where technicians work in three shifts. Around 8.30am on Friday, the technicians in the laboratory number 2 alerted the supervisor about a fire in one of the units,‰?? the officer said.
He said before the supervisor could reach the laboratory number 2, all the 50 persons working there had come out. ‰??Within seconds, fire broke out in the laboratory,‰?? Pinguwale said, adding, ‰??The supervisor and others tried to douse the fire by using fire extinguishers, but it had spread in the entire laboratory by then.‰??

60 INJURED AS MODEL VOLCANO EXPLODES AT SCHOOL SCIENCE FAIR

Kochi: A working volcano model exploded during a science fair organised by an aided school near here on Saturday, injuring 59 students and a teacher.
The injuries were not serious. The incident took place at the Holy Family High School, Angamaly, around 11.30 am. Gun powder used in the model to simulate eruption caused the blast, the police said.
Two students, who prepared the volcano model, and teacher Sr. Linsa, one of the judges, were among those injured.
The students who were hurt in the incident were from classes 5-10. Most of the children suffered burn and cut injuries to their face, arms and legs while ten of them got injured in the eye. Solid components such as paving tiles and stones used to prepare the model shattered all over in the impact of the explosion.
Children, who were terrified by the loud noise which temporarily impaired their hearing, were discharged after treatment by the evening.
The ill-fated model was made by covering a half feet long PVC pipe, filled with explosive substance, with layers of mud. The idea was to trigger an explosion and give the visual impression of lava flow from a real volcano.
The model exploded with a deafening noise after the students ignited the structure when two teachers came over for evaluation. The sound of the explosion was heard at least a kilometre from the spot, the police said.
According to them, around one kilograms of explosive substances were used to trigger the blast. It was told the students filled the pipe with additional amount of explosives in order to make the eruption go higher and last longer after one of the working models went out soon after it was ignited.

The Highway Patrol is trying to track down whoever spilled maple syrup on Mandan-area roads.
The brown sticky substance prompted road closures for about three hours Thursday until investigators determined it wasn't hazardous.
The Bismarck HazMat team determined the substance to be mostly maple syrup, possibly used for cattle feed.
State Health Department officials also responded to the scene, and state Transportation Department workers cleaned up the mess.

A main natural gas line was broken by construction equipment in the area of 4500 South 2100 East. Nearby buildings were evacuated after the discovery.

The operator damaged a gas main that measured about three inches, Woolsey said.

Officers arrested a Westport man for spraying a toxic chemical onto a neighbor‰??s backyard and vegetable garden, causing more than $12,000 in damage, police said today.
John Borg, 48, of 5 Sterling Drive, was charged with reckless endangerment, criminal mischief and criminal trespass upon his arrest Wednesday at his residence, police said.
According to the police report, the incident dates back to the evening of July 13 when officers were dispatched to a Westport residence on a report of chemicals that had been sprayed on the victim‰??s backyard garden area from over her property‰??s fence line.
‰??The victim arrived home and smelled the strong odor of a chemical on her property,‰?? Lt. Jillian Cabana said. ‰??An oily film was observed on her garden plants and her vegetable garden plants. In addition, two portions of her wooden fence were damaged.‰??

ALBANY ‰?? The cause of a house explosion that left three buildings on West Main Street in Little Falls a total loss and several families homeless has been determined accidental, according to a report filed in July by the state Office of Fire Prevention and Control.
State fire officials stated in the report‰??s conclusion that during the investigation into the explosion and subsequent fire on Feb. 14, the team came up with ‰??several hypotheses‰?? based on the evidence.
Each hypothesis is tested until one is ‰??found to be uniquely consistent with the facts and the principles of science,‰?? according to the report.
‰??The final hypothesis selected indicated that the epicenter of the explosion was located in the front section of the basement of 383 W. Main St.,‰?? according to the report. ‰??The fire investigation team was able to determine that the explosion and subsequent fire ignited as a result of natural gas leaking into the basement and making contact with an open flame. The subsequent fire spread through natural means to further damage the remaining components of that structure and those located at 387 and 389 W. Main St. as well.‰??

DIXON, Ill. - Around 80 people were forced to flee their homes in the middle of the night, due to the fear of toxic chemicals escaping from the Nutrien AG Solutions plant after an explosion Friday morning.
Catherine Decker, an employee of Allied Locke, was just about to finish her shift when the news of an evacuation came in.
"At a quarter after 3 a.m. or about 3:30 a.m., a police officer came in and told us the plant next door is on fire, and that we should do what we need to do to get everybody out of our factory," she said.
"Everybody was scared because we didn't know that the explosions were, and white kind of fumes were in the area. When you looked up and saw the billowing smoke, there was a lot of smoke."

FREE TOXIC FOAM DISPOSAL FOR VT. FIRE DEPARTMENTS

Fire departments that need to dispose of a certain type of firefighting foam thought to contaminate groundwater have the chance to do so free.
The Department of Environmental Conservation announced Friday that through Oct. 8, departments can bring their stores of Type B Aqueous Film Forming Foam to their local solid waste districts, where it will be collected and sent off to be safely destroyed.
AFFF made before 2003 contains per- and polyfluoroalkyl substances (PFAS), which have been found in the well serving the Rutland Airport Business Park in North Clarendon. The discovery prompted an order from the state for people not to drink that water, but a filter has since been installed. PFAS has been found in five Clarendon wells at levels above the state standard, which is low compared with other states.
It‰??s suspected that the PFAS contamination near the business park came from the Rutland-Southern Vermont Regional Airport, where in 1986 firefighters used the firefighting foam after a plane crash. The foam is typically used on chemical fires, such as burning fuel.
PFAS have been in the news for the past few years after a related chemical, PFOA, was discovered in private wells in Bennington. Neighboring Hoosick Falls, New York, also found its water supply contaminated by PFOA. There, the chemical is believed to be from factories that once manufactured Teflon products. The chemicals have been linked to health problems.

Los Angeles County judge has dismissed criminal charges against University of California, Los Angeles, chemistry professor Patrick G. Harran. The charges stem from the death nearly 10 years ago of staff researcher Sheharbano (Sheri) Sangji after she was burned in a fire in Harran‰??s lab.
Harran faced four felony charges of violating the California labor code relating to the fatal fire. In 2014, before the case went to trial, Harran reached a settlement agreement with the district attorney‰??s office to drop the charges after five years if he met a set of conditions.
On Sept. 6, Los Angeles Superior Court Judge George Lomeli, who approved the original deal, granted a request by Harran‰??s attorney to dismiss the case nine months before the agreement was set to end. Prosecutors objected. Nevertheless, ‰??Lomeli determined that Harran had satisfied all of the terms and conditions of the five-year deferred prosecution agreement,‰?? says district attorney‰??s office spokesperson Greg Risling.
