I suspect the reason many SOPs list strong oxidizer is because

Cameo lists gives a reactivity alert "Strong Oxidizing Agent. incompatible with hydrochloric acid and easily oxidizes organic materials. Contact with other materials may cause fire."

NIOSH under incompatibilities & Reactivities " Hydrochloric acid, easily oxidized organic materials [Note: Begins to sublime below BP. Contact with other materials may cause fire.]"

As to why the SDS does not list oxidizer is probably because the oxidizer test results obtained with a particular oxidizer will depend on the particle size see 34.4.1 Test O.1: Test for oxidizing solids for full description.

As already stated toxicity will likely be a problem well before any fire is started.

I'm currently working on Chemical SOPs.

While working on Osmium Tetroxide I've been looking at other SOP's from other Colleges/Universities and many say it is a strong oxidizer. Which makes sense but when you look at the SDS sheets and in particular the GHS for this chemical; oxidizer isn't listed as a hazard. I'm looking at it in a solution and by itself (100%) and still no oxidizer warning.

Any guidance would be greatly appreciated.
