Band A Duties and Responsibilities:
- The Occupational Health and Safety (OHS) Technician assists the University's OHS Program Manager in carrying out the University's OHS Program in areas such as laboratory safety and general workplace safety for Manoa campus-based facilities and operations.
- Conducts chemical hood surveys, testing of safety showers and eyewash stations, and laboratory inspections, and maintains relevant records.
- Prepares written reports of inspections and/or submits findings, under the direction of the Chemical Hygiene Ofcr, using an electronic software platform and provides recommendations based on applicable standards, codes, regulations, and best practices.
- Maintains an inventory of and performs maintenance on the office's personal protective and environmental monitoring equipment and maintains related records.
- Develops positive relationships with UH stakeholders. Communicates information to promote a positive safety culture and collaboration to improve laboratory and general occupational safety.
- Assists with the proposed use of potentially hazardous substances and physical hazards for adequate facilities, proper safety equipment and controls, training of personnel, and provisions for proper disposal of waste materials.
- Conducts monitoring under the direction of the OHS Program Manager to evaluate exposures to hazardous substances in accordance with applicable Federal, State, and University guidelines and regulations.
- Assists with accident and near-miss investigations under the direction of the OHS Program Manager to evaluate potential causes for injuries or illnesses. Recommends corrective actions to prevent recurrences.
- Responds to employee complaints and concerns regarding workplace health and safety issues.
- Provides assistance with inspections by outside agencies such as Hawaii Occupational Health and safety (HIOSH) and Hawaii Department of Health (DOH).
- Other duties as assigned
Band B Duties and Responsibilities:
- Serves as the University's Chemical Hygiene Officer & develops & maintains a comprehensive laboratory safety program; including Chemical Hygiene Plan maintenance, in accordance with Federal & State regulations, University policies, & best practices.
- Develops and maintains a comprehensive program to identify, evaluate, and control laboratory exposures to hazardous substances and other hazards in accordance with Federal and State regulations, University policies, and best practices.
- Conducts periodic inspections of laboratories in accordance with Federal and State regulations, University policies, and best practices and develops and maintains an inventory of laboratories on campus using secured cloud storage and backup system.
- Prepares written reports of inspections and/or submits findings using an electronic software platform and provides recommendations based on applicable standards, codes, regulations, and best practices.
- Provides guidance and training to other program personnel conducting laboratory inspections.
- Develops positive relationships with laboratory principal investigators, program personnel, safety committees, Department Safety Coordinators, Department Chairs, and other UH stakeholders.
- Develops, updates, maintains, and disseminates information to promote a positive safety culture and collaboration to improve lab safety.
- Consults with University faculty, staff, and students on the development and implementation of laboratory related accident prevention programs and communicates lab safety program updates and important information to UH faculty, staff, and students via various methods of outreach.
- Serves in an ex-officio capacity and is the primary liaison for the UH Chemical and Physical Hazards Committee. Coordinates and runs meetings, member activities, and communicates in person and in writing updates on committee work.
- Ensures laboratory decommissioning procedures are followed when required by policy and other program personnel are updated of any changes.
- Conducts laboratory related accident and near-miss investigation identifying causes of injuries or illnesses.
- Recommends corrective actions to prevent recurrences and maintains related records using secured cloud storage.
- Maintains relevant laboratory related accident statistics and conducts analyses of data to identify potential problem areas or operations and reports trends to the program manager and provides input to the program's training coordinator accordingly to address these trends.
- Provides assistance with inspections by outside agencies such as Hawaii Occupational Health and safety (HIOSH) and Hawaii Department of Health (DOH).
- Responds to chemical spills, general laboratory incidents, and hazardous waste emergencies on a 24-hour on-call basis.
- Provides creative and out-of-the box solutions independently in assigned area.
- Assists the OHS Program Manager in the University's general OHS program, including conducting surveys in non-laboratory areas for potentially hazardous conditions/materials and assisting with incident emergency responses.
- Provides guidance to departments on the procurement of personal protective equipment.
- Facilitates training on the UH's Chemical Hygiene Plan to laboratory faculty and staff.
