It's not clear to me who "Emergency Management" represents in this context and whether they represent or have consulted with the "Authority Having Jurisdiction" in establishing this protocol. In my experience, it is important that local first responders have the same understanding of institutional response protocols as the institution does, and this agreement shouldn't be taken for granted...
