Pretty exciting stuff for a plaintiff's lawyer and "an expert". Acid burns to the legs of a young women ought to be worth quite a lot. Ignoring a duty of care.
Synthetic fiber stretch material in a lab where acids and solvents are handled is clearly not appropriate; however, it is a risk assessment issue that each institution needs to address. Lab coats can help, but must obviously be complete button up and cover most of the torso. As a professional matter, it is not acceptable to wear clothing that will be degraded and/or increase the severity of hazard in the event of a spill.

Barbara,
This was brought up at a previous institution, and they finally decided to allow them. Considering how ingrained they are into everyday female attire they felt it would be a battle they could never win. During the safety orientation they would stress that leggings are not recommended and that they still had to cover the whole leg, not stop 2 inches above the ankle as most do. Enough kids got sent home every day with shorts and sandals, had they implemented no leggings, the chem labs for nurses would have stayed empty.

I chair the departmental safety committee and I plan to include this topic as an agenda item for the February meeting.
