The California Fire code (Table 1004.1.2 of 2016 Title 24 Fire Code) requires 50 square feet, net, for educational laboratory occupancies. We cap enrollment at 24 students, in ~1200 sq. ft. teaching laboratory.

An example would be a typical undergraduate general or organic teaching lab. If the lab room could hold 40 students based on square footage and fume hood space, is one lab instructor enough? What about one instructor with 2 adjoining lab rooms of 20 students each, for a total of 40 under their watch?
