List of Chemicals Reported to Date under the Active/Inactive Rule

EPA is releasing a preliminary list of chemical substances reported under the Toxic Substances Control Act (TSCA) Inventory Notification (Active-Inactive) rule. This list includes substances reported to EPA through November 10, 2017, and will be updated approximately once per month. Making this list available will help keep the stakeholder community informed of the status of reporting under the TSCA Inventory Notification (Active-Inactive) rule.

This list is for informational purposes only and does not excuse manufacturers from fulfilling any applicable retrospective reporting requirement under 40 C.F.R. =A7 710.25(a). Substances identified on this list are not exempt from retrospective reporting by other manufacturers under the rule, unless a manufacturer has obtained a CDX receipt documenting EPA's receipt of an NOA Form A from another person for the chemical substance, as provided in 40 C.F.R. =A7 710.25(a). For a list of active substances that are exempt from reporting under the TSCA Inventory Notification (Active-Inactive) rule, persons can download the Exemption List of Active Substances at:

More information on the TSCA Inventory Notification (Active-Inactive) rule is available at: https://wcms.epa.gov/tsca-inventory/tsca-inventory-notification-active-inactive-rule .

Background: TSCA, as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, requires EPA to designate chemical substances on the TSCA Chemical Substance Inventory as either "active" or "inactive" in U.S. commerce. To accomplish that, EPA finalized the TSCA Inventory Notification (Active-Inactive) rule requiring industry reporting of chemicals manufactured (including imported), and allowing for reporting of chemicals processed, in the U.S. during the 10-year time period ending on June 21, 2016. This reporting will be used to identify which chemical substances on the TSCA Inventory are active in U.S. commerce and will be relevant to the prioritization of chemicals for risk evaluation.  The reporting period for manufacturers (includes importers) ends on February 7, 2018, and the reporting period for processors ends on October 5, 2018
