DEP ORDERS ANSWERS TO WHAT BURNED IN PARKERSBURG WAREHOUSE

Five days after a massive fire began in a plastics warehouse in Parkersburg, West Virginia regulators on Thursday ordered the owner of the operation to identify what products stored there were burning.
The state Department of Environmental Protection also ordered Intercontinental Export Import Inc. to submit a plan ‰??for providing proof of proper disposal‰?? of the materials that burned at the warehouse, located in the former Ames True Temper tool factory, south of downtown Parkersburg. It also ordered the company to provide ‰??detailed inventories‰?? of material stored ‰??at all other sites in West Virginia‰?? that are owned by IEI and any associated companies.
The DEP issued a 27-page order and announced the move with a news release sent to the media by Department of Military Affairs and Public Safety Communications Director Lawrence Messina, who has said he is fielding all media inquiries for state and local agencies regarding the fire, which began sometime after midnight Saturday and has continued to burn since then.
The DEP order notes that IEI operates ‰??large warehouses and recycling facilities ... in and around Parkersburg.‰?? State officials have mentioned that there might be up to five such facilities, but it appears that only two of them have been publicly identified by authorities: The Parkersburg site that burned and another one, located in nearby Washington Bottom, that operates under a sister company called Polymer Alliance Resources.

RAGING RUBBISH ‰?? FIRE AT WASTE CONNECTIONS EXTINGUISHED QUICKLY

A small fire broke out at approximately 7 p.m. Wednesday at Waste Connections, apparently caused by a chemical reaction in a pile of trash workers had recently dumped at the site.
Duncan Fire Chief Dayton Burnside said Oakridge Volunteer Fire Department (OVFD) was first on the scene and reacted quickly to extinguish the flaming trash heap.
‰??They were first on scene, we just got a call to help them with a fire in Waste Connections‰?? main building,‰?? Burnside said. ‰??[The fire] was in the trash piles ‰?? it was all compacted up, the structure was saved but all [of] the contents of the pile was gone, it was put out in about 45 minutes.‰??
According to Jeff Bruehl, an officer for OVFD, firefighters weren‰??t alerted to the blaze in the traditional way with a call ‰?? in fact, they saw the flames themselves.

DOZENS DEAD AFTER INDONESIAN FIREWORKS FACTORY EXPLOSION

At least 47 people were killed and dozens others injured in a fireworks factory explosion near the Indonesian capital of Jakarta on Thursday. It was one of Indonesia's worst industrial disasters and is likely to cast a new spotlight on lax safety standards in the Southeast Asian country, where rules are often ignored or weakly enforced. Witnesses said a huge explosion was heard from the factory at about 10 a.m. and then smaller explosions echoed across the neighborhood as orange flames jumped from the building and a column of black smoke billowed from it. Another showed a body in a bag being taken away. "People were burnt so badly you couldn't see their faces". Police say the bodies of several women, including some suspected under-aged workers, were found piled up at the back of the factory. CHEMICAL SPILLED IN NEWTON VEHICLE ACCIDENT

NEWTON (JG-TC) -- Hazardous chemicals spilled when a semi-truck tipped over at approximately 5:58 a.m. Wednesday at the intersection of Route 130 and Clayton Avenue on the south side of the city.
Steve Bennett, Charleston Fire Department Chief, said that the Wade Fire Protection District who cover the area responded to scene initially. Later haz-mat crews from the area including Charleston and Mattoon responded to assist.
Bennett said truck tipped over when turning and landed itself partly in a ditch releasing some of the hazardous chemicals inside the tanker. These chemicals are used for manufacturing plastics and resins, according to Bennett.
Normally, these materials are solid, however, they are heated up to a liquid state when transported. Bennett noted that when the incident occurred the chemicals in and outside of the tanker solidified soon after.
Even so, local crews dammed the ditch to prevent any chemicals from reaching a waterway and closed off the area until crews cleaned up the chemicals, Bennett said.
Bennett said the chemical would've have acted as an irritant if exposed to skin.
No injuries were reported as a result of the incident, he reported.

WEST VIRGINIA GOVERNOR VISITS SITE OF WAREHOUSE FIRE

CHARLESTON, W.Va. (AP) ‰?? State funding is sustaining the emergency response to a 4-day-old fire at a warehouse in Parkersburg, West Virginia Gov. Jim Justice said.
Justice on Tuesday toured the 420,000-foot warehouse property owned by Intercontinental Export Import Inc., or IEI Plastics. According to its website, the company buys and sells an array of recycled plastics worldwide.
The main fire was put out Saturday, although smoke continued to pour from the site as firefighters clear debris and work to extinguish hot spots. More than 40 fire stations from Ohio and West Virginia have responded.
The cause of the fire is unknown and there have been no reports of injuries. At a news conference, Justice pledged to use every available resource to help with the firefighting effort and investigation.
"You're fighting Godzilla and you've done that with sticks and stones and you've done a tremendous job," the governor said in a room that included emergency responders and local officials. "So you should be really proud of yourselves."
Justice said he stepped in with an emergency declaration Monday to keep state funds flowing into Wood County after a firefighting contractor said it was willing to leave.

CHEMICAL FIRE EXTINGUISHED AT ROSTRAVER BUSINESS

Firefighters on Wednesday morning quickly extinguished a chemical fire at Lesleh Precision Inc. in Rostraver Township, according to Westmoreland County emergency dispatchers.
The machine shop, located at 430 Jonathan Willey Road, produces components for rifles and other products.
The fire started after 6 a.m. and was out by 6:45 a.m. It didn't occur in the main building but in an auxiliary building used for chemical and other storage, according to Tom Ruhe, Lesleh vice president.
Preliminary assessment indicates there was minor damage.

SECOND CHEMICAL SPILL AT VB VET HOSPITAL THIS MONTH

VIRGINIA BEACH, Va. (WAVY) ‰?? For the second time this month, fire crews were called to clean up a spill at a vet hospital on Baxter Road.
Officials confirm the chemical was potassium hydroxide, which is used in animal cremation.
The owner of the business in the 4700 block of Baxter Road called a contractor just after 5 p.m. Tuesday to clean up the spill, according to fire department spokesperson Art Kohn.
There were no injuries reported and no businesses evacuated as a result of this case.
Kohn said the same thing happened October 7. In that incident, two people had to go to the hospital, but were going to be okay.

TWO FOUND DEAD IN COLLIN COUNTY FROM APPARENT CHEMICAL EXPOSURE

LUCAS, Texas - Two men were found dead in a van in Collin County from an apparent chemical exposure.
Residents in the city of Lucas reported a lawn service cargo van around 4 p.m. Wednesday. The responding Collin County sheriff‰??s deputy opened the door to the van and discovered the bodies before he was overcome with fumes. He started experiencing shortness of breath and hazmat was called in.
‰??Our deputies encounter a lot of different dangers in the course of their dangers. This is just not one that you‰??d expect,‰?? said Collin County Sheriff Jim Skinner. ‰??When you come to work, the last thing you think‰??s gonna happen to you is you‰??re gonna be overcome with chemicals, the cause of death of two other individuals.‰??
The deputy was taken to the hospital as a precaution but is expected to be ok.
The sheriff says the assumption is the men in the van died from some sort of chemical exposure. The official cause of death is under investigation
