Short term, good news for continued CSB funding.  However, it still needs support in the Senate, and I have yet to see any Senator or Senatorial group step forward to champion the CSB.


The really long-term problem for the CSB has to do with the Board - all members (five are authorized) are appointed by the President to 5-year terms, subject to approval by the Senate (note that Senate approval of Board Member Rick Engler took about two years, and occurred only after Manny Ehrlich was proposed & concurrently approved).  At present there are four Board members, whose terms all expire in early 2020.  So unless the White House is persuaded to change its view on the utility of the CSB, the Board may be leaderless by mid-2020.

Dear Safety Colleagues,

I wanted to report back a bit of good news from the ACS Advocacy efforts.  Yesterday, the House Appropriations Committee  released the fiscal year 2018 Interior and Environment Appropriations bill.  Within the bill, the Chemical Safety and Hazard Investigation Board (CSB) is funded at $11 million, equal to the fiscal year 2017 level.  As you know, the Administration proposed to terminate this program.
